| "Target" is a new theory of an American sociologist: once any social phenomenon arouses attention,it will be targeted,studied and studied one after another.Today’s digital economy is becoming the "target" of our times.At the same time,as the essential requirement of Chinese modernization to achieve high-quality development,the high-quality development of agriculture has become another "target" of our times.As the fundamental requirement of China’s modernization,high-quality agricultural development is related to national food security,food security and ecological security.It plays four basic roles in national economic growth,namely product contribution,market contribution,factor contribution and foreign exchange contribution,and is of great historical significance to the long-term peace and stability of the country.There is no doubt that promoting the high quality development of agriculture has become another important "target" and a major topic of The Times.In the era of digital economy,the construction of digital countryside is the strategic direction of rural revitalization.Taking digital countryside as the reference to promote the penetration of digital economy in agriculture will help accelerate the process of high-quality agricultural development,promote the development of rural collective economy and increase farmers’ income,and achieve common prosperity.Therefore,superposing two "targets" and focusing on how digital economy can achieve high-quality development of agriculture has become the theoretical appeal and object of this paper.As an important analytical concept connecting the relationship between digital economy and high-quality development of agriculture,"enabling" has a far-reaching influence on the theoretical thought of "pivot" in this paper.It has become a programmatic term for deconstructing the internal relationship between the digital economy and the high-quality development of agriculture.Based on theoretical logic,historical logic and practical logic,this paper carries out the research of digital economy enabling agriculture high-quality development.Firstly,theoretically and logically,it applies Marx’s basic principles of productive forces and relations of production,Marx’s theory of production and reproduction,the theory of government,society,market relations,agricultural modernization theory,development economics and digital economics.A theoretical analysis framework of "digital economy-technology enabling and system enabling-three systems of modern agriculture-high-quality development of agriculture" has been constructed.By giving full play to the integrated role of digital technology and system in agricultural industry,production and management system,high-quality development of agriculture is promoted through innovative,green,coordinated,open and shared development.The development of digital economy and its embedment and penetration into agriculture is an important way to deconstruct the internal correlation between digital economy and high-quality development of agriculture by demonstrating that digital economy and high-quality development of agriculture play an important role as an intermediary link from the dual perspectives of technology empowerment and system empowerment.Its theoretical logic and basic logic are as follows: at the technical enabling level,it realizes the development of agricultural productivity and improvement of production efficiency,agricultural modernization and digital operation,and vertical and horizontal extension of agricultural industry through digital technologies such as Internet,cloud computing,big data and artificial intelligence,thus promoting the process of integrating digital economy into the construction of the three systems of modern agriculture.To achieve high quality development of agriculture.At the level of institutional empowerment,institutional empowerment is essentially a process of "empowerment,wisdom and benefit".First of all,"empowerment" takes the "service-oriented + enabling" digital government as the logical starting point,through which more targeted,timeliness and precision institutional and institutional policies are introduced,so as to promote the comprehensive deepening reform of agricultural and rural market institutional and institutional mechanisms.At the same time,under the guidance of the government,the social role should be played to a greater extent.Through the close connection between competent government,effective market and orderly society,agriculture-related enterprises and rural collective economic organizations should be granted corresponding rights in terms of institutions,mechanisms and policies,so that they can better participate in the development of digital agriculture.Secondly,"intelligent" is that digital platforms and collective economic organizations play an important intermediary role in the embedding of digital economy into agriculture,which is conducive to the digital and intelligent construction of the three systems of modern agriculture.Finally,"income" is the ultimate goal of empowerment.Through promoting high-quality agricultural development,collective economic development and farmers’ income increase can be achieved to promote common prosperity.Specifically,the author makes two levels of extended analysis on institutional enabling,one is from institutional enabling(Ⅰ): government-society-market,the other is from institutional enabling(Ⅱ): "Government-society-market"--three systems,in which institutional empowerment(Ⅰ)focuses on the organic combination of government,society and market to empower agricultural and rural markets,increase the function of agricultural and rural markets,but also for agriculture-related enterprises,collective economic organizations,reflecting the "empowerment";System enablement(Ⅱ)focuses on how to promote the digitalization and intelligent construction of the three systems of modern agriculture after empowering the market and agriculture-related enterprises and collective economic organizations,so as to promote the high-quality development of agriculture,achieve the development of collective economy and the increase of farmers’ income,and promote common prosperity,which reflects the "wisdom" and "profit".In addition,institutional empowerment can also provide guarantee for technological empowerment,which can better promote the high-quality development of agriculture.In the process of this logical deduction,the paper theoretically explores how the development of digital economy and its embedment and penetration into agriculture can enable the three systems of modern agriculture through technology enabling and system enabling,so as to achieve the rich connotation of the internal correlation of high quality agricultural development.In fact,"digital economy enabling high-quality development of agriculture" is a process of fundamental empowerment and subdivision empowerment.What is discussed above is the high-quality development of subdivision enabling agriculture of digital economy.Under fundamental empowerment,digital economy is embedded in agriculture to promote the transformation of power,efficiency and quality of agriculture.To realize the revolutionary transformation from the traditional agricultural era to the digital agricultural era,so as to realize the high-quality development of agriculture.Fundamental empowerment is to enable the three modern agricultural systems by subdivision empowerment,namely technology empowerment and institutional empowerment,so as to achieve the value objective of high-quality agricultural development.Secondly,in terms of historical logic,based on the theoretical analysis and interpretation framework of this research path,this paper imparts Chinese digital economy into agriculture,and thus divides the development of digital agriculture into four stages: the germination stage,the exploration stage,the development stage and the deepening stage,thus entering into the fact description and the "reality" study of the development of Chinese digital economy enabling agriculture.This paper examines the practical exploration of digital economy enabling agricultural development: policy basis,current status and stage evolution.Firstly,the embryonic period of digital agriculture(1990-1999),during which the establishment of agricultural information department,the formulation of agricultural informatization policy planning and the preliminary exploration and practice of application scenarios began to explore the initial application of electronic information technology in agricultural production and operation.In this period,the enabling of the digital economy to the three agricultural systems had limitations.The slow pace of development of digital agriculture is the preparatory stage of digital agriculture.Second,in the exploratory period of digital agriculture(2000-2011),with the gradual popularization of the Internet,the Internet of Things technology began to be applied in agricultural production and management,which is conducive to improving agricultural production efficiency,developing agricultural productivity and enhancing agricultural operation and management ability.This period emphasized the construction of agricultural and rural information market,the free mutual flow of urban and rural elements,and the cultivation of agricultural talents,which was conducive to the modernization of the three agricultural systems.However,due to the limited coverage of Internet technology,its role in promoting high-quality agricultural development has not been fully played.Third,in the development period of digital agriculture(2012-2016),with the deepening application of digital technology in agricultural production,agricultural production becomes more precise,standardized and refined.Agricultural production efficiency and productivity level grow faster in this period,and the construction of modern agricultural production system is accelerated.At the same time,the precision agricultural business strategy,Promoting the transformation of agricultural management mode from extensive to intensive is conducive to the construction of modern agricultural management system.Through the interaction between production system and management system,the modernization of industrial system is promoted.At the same time,the emphasis on the development of e-commerce in the policy is conducive to play the intermediary role of e-commerce in the embedding of digital technology in agriculture,and realize the realization of "wisdom" and "profit".Fourth,in the deepening period of digital agriculture(2017--now),with the deepening application of digital technology in agricultural production and operation,a form of "intelligent" agricultural production and operation characterized by agricultural personalized service,precise input,intelligent control,quantitative decision-making and information perception has been formed,which promotes the modernization of agricultural production system and operation system.In this period,the development of the whole agricultural industry chain to "intelligent" is conducive to the modernization of the agricultural industrial system and the promotion of high-quality agricultural development.At the same time,the policy emphasizes the flow of digital technology and agricultural materials to the countryside,promotes the construction of digital countryside,and keeps the e-commerce system,"empowers" the digital platform,and further promotes the "wisdom" from the system,so as to realize the high-quality development of agriculture and promote common prosperity.At present,the development of agriculture enabled by digital economy has achieved remarkable results.The construction of agricultural information infrastructure,the digitization process of agricultural production,the layout of agricultural e-commerce and the promotion of rural e-government have all made great progress.The reason for the evolution of the development stage of digital economy enabling agriculture is essentially the dynamic adjustment process of productivity and production relations,economic base and superstructure,which is embodied in the progress of agricultural science and technology level and the phased changes of agricultural system,mechanism and policy.At present,the development of digital agriculture has entered a deepening period.In the actual operation of the high-quality development of digital economy enabling agriculture,digital economy is gradually embedding and penetrating into the agricultural field.The construction of three systems of modern agriculture is driven by two means of technology enabling and system enabling,and the high-quality development of agriculture is promoted.However,there are still practical difficulties hindering the development of digital agriculture.From the perspective of technology enabling,the industrial system shows that the level of digital technology is not high and the application is unbalanced.The production system shows that the rural digital infrastructure construction is insufficient and the core technology innovation ability is not strong.The management system is characterized by resource integration,insufficient investment and weak service ability of agricultural digital technology.From the perspective of institutional empowerment,first,the interactive adjustment mechanism of government,society and market is not perfect,second,the policy system of the three systems of modern agriculture is not perfect,and the industrial system is shown as the long-term mechanism of agricultural digitalization is not perfect.The production system shows that the allocation system of agricultural science and technology resources and the efficient data sharing system are not perfect.The business system is characterized by a lack of digital agricultural talent and financial support.Finally,in terms of practical logic,in order to explore and solve the development problems of digital agriculture,the realization path of digital economy enabling agricultural high-quality development is found.On the one hand,the theoretical presupposition and theoretical research results are verified by empirical analysis,and a general conclusion is drawn.Specifically,the empirical analysis after the construction of the agricultural high-quality development and digital economy development index of 30 provinces from 2011 to 2020 shows that the digital economy embedded in agriculture can significantly promote the high-quality development of agriculture,and technology empowerment and institutional empowerment are the two main transmission paths,which is consistent with the theoretical research results.Furthermore,the regional differences,threshold effects and spatial spillovers of the two relationships are tested.Both theoretically and empirically,it is proved that the embedding and penetration of digital economy into agriculture can effectively promote the high-quality development of agriculture.Therefore,it is urgent to accelerate the development of digital economy,promote the in-depth integrated development of digital economy and agriculture,and accelerate the construction of three systems of modern agriculture empowered by digital economy.On the other hand,it selected the practical cases of the high-quality development of digital economy enabling agriculture in the United States,Japan and India,and analyzed the influence on the construction of three agricultural systems from two aspects of technology enabling and institutional enabling.Through comparative analysis of cases,the enlightenment of further releasing the digital economy and enabling the high-quality development efficiency of agriculture is obtained,that is,deepening the application of digital technology in the whole process of agricultural production and management,strengthening the construction of digital infrastructure,improving the system of digital agriculture,perfecting the system of digital agricultural personnel training,giving full play to the role of social organizations.Based on the empirical research and case analysis,the author constructs a complete set of policy system of digital economy enabling agricultural high-quality development from two aspects of technology enabling and system enabling,divided into three dimensions of industrial system,production system and management system.In the aspect of technology enabling,from the perspective of industrial system,it is necessary to use digital technology to realize the function expansion of agricultural industry and strengthen the integration of digital technology and agricultural industry.From the perspective of production system,it is necessary to establish relevant standards and norms for the use of digital technology,enhance the innovation ability of agricultural digital technology,and accelerate the transformation of agricultural production technology achievements.From the perspective of management system,it is necessary to strengthen the continuous investment and integration of resources,focus on improving the ability and quality of agricultural digital services,and enhance the digital skills and literacy of agricultural business subjects.In terms of institutional empowerment,first,it is necessary to build an interactive adjustment mechanism between government,society and market;second,it is necessary to give full play to the role of "government-society-market" in the three agricultural systems.From the perspective of industrial system,it is necessary to implement the development policy of digital agriculture,consolidate the construction of digital infrastructure,and build an e-commerce development mode led by government,farmers’ participation and enterprises.From the perspective of production system,the government should actively guide all kinds of innovative factors to flow to agriculture-related enterprises,and establish and improve all kinds of supporting measures for the two-way free flow of urban and rural factors;From the perspective of operation system,it is necessary for the government to continuously cultivate agricultural digital talents and provide financial support for digital agricultural operation.First,in terms of research methods,it tries to enrich the methods and means of digital economy enabling agricultural high-quality development from the perspective of double empowerment.Centering on the theme of "digital economy enabling high-quality agricultural development",this paper,based on the single research method of digital technology enabling high-quality agricultural development,integrates institutional enabling into the theoretical research framework,that is,the role of laws,policy documents,institutions and mechanisms on high-quality agricultural development is embedded in the theoretical analysis.Thus,the research vision of technology enabling and system enabling,namely double enabling,is constructed.The theoretical logic approach of digital economy enabling agricultural high-quality development is analyzed in a more rigorous and systematic way,and the dual path of digital economy enabling agricultural high-quality development,namely "technology path" and "system path",is revealed.It provides a new method for studying the digital economy enabling the high quality development of agriculture.Second,from the perspective of research,it tries to use theoretical logic,historical logic and practical logic to carry out research.In this paper,the systematic analysis of the digital economy enabling agriculture to develop high-quality issues,in accordance with the theoretical logic,historical logic and practical logic of the analysis approach.The internal mechanism of digital economy enabling the high quality development of agriculture is explained theoretically and logically.In the aspect of historical logic,this paper discusses the evolution course of digital agriculture development and analyzes the actual operation of digital economy enabling the high quality development of agriculture.Quantitative analysis,comparative analysis of foreign cases and realization path exploration are carried out in the practical logic,which not only ensures the rigor of the research logic,but also clearly presents the rich content of the high-quality development of agriculture enabled by the digital economy,so as to make the research content more convincing and instructive.Thirdly,in terms of research content,it attempts to conduct quantitative analysis on the internal correlation between digital economy and high-quality development of agriculture.At present,most scholars analyze the relationship between the digital economy and the high-quality development of agriculture from the theoretical level,but rarely explore the relationship between the two from the empirical perspective.However,in the study of digital economy enabling agriculture high-quality development in addition to the construction of theoretical analysis system,it is also necessary to conduct quantitative analysis from an empirical perspective,in order to verify the theoretical analysis results and expand the research.Based on the construction of the agricultural high-quality development and digital economy development index of 30 provinces from 2011 to 2020,this paper conducted empirical analysis and found that digital economy can significantly promote the high-quality development of agriculture,and technology empowerment and institutional empowerment are two main transmission paths,which is the verification of the theoretical research results.In addition,the regional differences,threshold effects and spatial spillovers of the relationship between the two are analyzed,further enriching the research content. |
