As the world’s largest free trade agreement,RCEP covers all aspects of trade liberalization and facilitation among member states.It aims to eliminate tariff and nontariff barriers in multilateral trade cooperation among member states,promote economic and trade exchanges among countries in the region,and provide new development opportunities for regional trade.As an important part of China’s consumer market,imported consumer goods are increasingly favored by consumers and have become the main force to meet the diversified daily consumption needs of Chinese residents.In this context,it is of realistic and far-reaching significance to study the impact of trade facilitation in RCEP countries on China’s consumer goods import trade,so as to optimize China’s consumer goods trade structure and promote the high-quality development of regional trade.However,in the context of RCEP,there are few relevant studies on China’s consumer goods import trade,and the existing studies are mainly qualitative analysis,so it is impossible to see the specific impact of the trade facilitation level of RCEP countries on China’s consumer goods import.Therefore,after sorting out the background and development process proposed by RCEP,this paper analyzes the current situation of consumer goods import trade between China and RCEP countries from the perspectives of the scale and structure of consumer goods import,regional and national differences of import.Results show that,although our country imports of consumer goods in RCEP countries exist year fluctuations,but the overall upward trend,while China’s current imports of consumer goods in RCEP countries still is given priority to with the developed countries,but its proportion in total trade has been present a downward trend,the consumer goods in developing countries import proportion is rising year by year.Next,this paper constructed an evaluation system with customs clearance environment,port infrastructure construction,regulatory environment and e-commerce development as the first-level indicators and 12 second-level indicators to measure and analyze the trade facilitation level of RCEP countries.The results show that the development of trade facilitation in RCEP member countries is uneven,with more than half of RCEP countries still at a low level of trade facilitation and broad space for improvement.In order to further explore the RCEP countries trade facilitation to the specific influence consumer goods import trade in our country,this article to our country the RCEP other country imports of consumer goods is as explained variable,by expanding the trade gravity model,to the level of trade facilitation as the core,to join the imports for explanatory variables such as population size and residents relative consumer spending,Based on the panel data of RCEP countries from 2009 to 2019,the random effect regression analysis shows that the improvement of trade facilitation level of RCEP countries can significantly promote the increase of China’s import value of their consumer goods.Meanwhile,among the first-level indicators,port infrastructure construction and regulatory environment play the most significant role in promoting China’s import trade of consumer goods from RCEP countries.Finally,based on the empirical results,conclusions are summarized and reasonable suggestions are put forward.First,attach importance to the development of e-commerce and build an efficient and concise cross-border trading platform.Second,leverage the strength of financial institutions to provide support to countries in need of capital;Third,simplify the transaction process,improve administrative transparency and create a good trading environment.
