Research On Performance Evaluation Of University Libraries Based On DEA Method

University is an important place to cultivate talents,in this process,library plays a decisive role.University libraries not only bear the responsibility of inheriting history,spreading culture,shaping soul and nourishing soul,but also serve as an important carrier to cultivate morality and cultivate people,cultivate outstanding talents and promote economic and social development.With the rapid development of information technology,people have more and more ways to get information.However,library is still the most important source of information among teachers and students in colleges and universities,so colleges and universities need to strengthen the construction and development of library.In recent years,colleges and universities have strengthened their investment in libraries.This investment has aroused many scholars and library managers’ thinking:whether the universities have made full use of the human,material and financial resources invested so much? Is the scale and structure of the current input reasonable?What output is brought about by these resource inputs? How efficient is the output?Should libraries continue to increase funding or scale in the future? In order to solve these doubts,it is very important to evaluate the performance of university libraries.At present,there are few researches on the performance evaluation of university libraries,and most of them focus on the theoretical level.With the deepening of qualitative research,quantitative research is also gradually carried out,among which a better method is DEA method,which is based on the concept of relative efficiency and can be used to effectively evaluate the performance of decision-making units with multiple inputs and outputs.Based on DEA method,this paper introduces the super efficiency DEA model which can sort the effective decision units and the DEA-Malmquist index model which is used to evaluate the total factor production efficiency of a certain stage,and carries out the static and dynamic evaluation to the university library,which makes the evaluation more objective and fair.This paper first describes the research background,significance,methods and domestic and foreign research reviews,and then respectively introduces the static DEA model,super efficiency DEA model and dynamic DEA-Malmquist index model,which lays a theoretical foundation for a more comprehensive performance evaluation study combined with these three methods.Then,it puts forward the performance evaluation index and DEA evaluation method of university libraries.On the basis of analyzing the literature survey results and data availability,it constructs the specific input-output index and evaluation model.Then,it takes 28 university libraries in Hubei Province as examples to carry out the static and dynamic calculation and result analysis respectively.It also summarizes the deficiencies and causes of the performance of university libraries in Hubei Province,and puts forward targeted suggestions for improvement.Finally,it summarizes the results and deficiencies of this study,and makes prospects for future research directions.Through the case calculus analysis of this paper,it can be concluded that the static DEA method and super efficiency DEA method can be used to calculate the efficiency of the input and output of university library each year in a more scientific and objective way,and can also be concluded that the non-DEA effective university library input redundancy and output shortage.Moreover,the dynamic DEA-Malmquist index method can be used to analyze the input-output efficiency performance of university libraries in a period of time,so as to judge the trend of scale return of university libraries.According to the static and dynamic analysis results,we can find out the shortcomings of the performance of university libraries in Hubei province,and put forward corresponding suggestions for improvement,so as to help the university library managers take corresponding measures to improve the efficiency of the library and give full play to the value of the library.
