Research On The Risk Control Of The Whole Service Outsourcing Of Public Libraries In Anhui Province Under The Background Of Political And Social Cooperation

With the improvement of public service in China,the outsourcing service of library is rapidly growing in span and depth.Public libraries of almost all levels are seeing remarkable achievements in terms of overall service outsourcing.The overall service outsourcing has a very strong advantage in saving financial fund,improving the efficiency of the public cultural services,and developing the public library,etc.But the relationship between government and profit-oriented organizations is complex.Which cause risks for library service outsourcing and we cannot ignore.How to build an all-round rick control system for the public library,it is a subject worthy of further study.This Paper is based on the background of wide cooperation between public library and corporations.By taking Anhui public libraries as the example,discussing their outsourcing risk control system respectively,including city library,district library and community library.Through online investigation,literature research,field research,this paper tries to reflect the background,operational status and characteristics of their service outsourcing,and analyzes the risks existing in their service outsourcing including risk level,risk performance,presence of prevention and control measures,etc.Finally,this paper summarizes the main risks existing in the overall service outsourcing of public libraries in Anhui Province with the new public management theory,new public service theory,principal-agent theory and domino theory,and puts forward specific suggestions for prevention and control measures.This paper aims to provide reference for the risk control for the service outsourcing of public libraries in China as well.This paper is divided into six parts:The first chapter is the introduction,which summarizes the research background,academic value and practical guiding value.It focuses on the research status and practice of public library service outsourcing both at home and abroad,tries to figure out the shortcomings of existing research,and develops the conception on this basis.The second chapter introduces the relevant concepts and theoretical basis,explains the concepts of political and social cooperation,public library service outsourcing and risk control,as well as the theoretical basis of the new public management theory,new public service theory and principal-agent theory involved in this study.The third chapter analyzes the typical cases of the all-round service outsourcing of public libraries in Anhui Province.Firstly,it comprehensively summarizes the practice status of the all-round service outsourcing of public libraries in Anhui Province and the situation of its risk control,taking four different library Chu Zhou library,Jing Hu District library of Wuhu,Bin Hu Shi Ji community library of Hefei and Yue Shu Fang reading space as examples,explain the background and the practice status of their service outsourcing,especially risk existing in the operation.The fourth chapter summarizes the risks of service outsourcing of public libraries in Anhui Province,that is,the lack of market needs,the risk of falling into monopoly.The access mechanism is not sound,the choice of supplier risk,this risk of profit drives the leading,the risk of disengagement from the masses;Frequent change of owners,the risk of losing the value of library;Service interruption,the risk of the sustainable development,the evaluation system is not sound,breeding the risk of corruption.The fifth chapter puts forward some corresponding strategies regarding the risks of the allround service outsourcing for public libraries in Anhui Province,that is,to cultivate nongovernmental sectors and enhance the dynamic mechanism;Strengthen the system construction,optimize the social environment;Grasp the core value and cultivate the library culture;Stick to the bottom line of public welfare and follow the mass line;Strengthen standardization construction,achieve sustainable development;Establish a mechanism to select the superior and eliminate the inferior.The sixth chapter summarizes the research results of this paper,and point out the shortcomings of the research and give suggestions for future development.
