Comprehensive Archives’ Participation In Public Crisis Management Research

The newly revised "Archives Law of the People’s Republic of China" in 2020 emphasizes that the archives field should pay attention to the collection,arrangement,storage and utilization of archives in various crisis events,and provide reference and consultation for the decision-making of government departments in the process of emergency response.China is in the midst of great changes in social transformation.Various risk factors and problems have become increasingly prominent,and the complexity and uncertainty of risks have increased sharply,which has led to a sharp increase in the probability of public crises.In the field of archives,the participation of comprehensive archives in public crisis management has gradually become the focus of experts and scholars.The participation of comprehensive archives in public crisis management is conducive to social and political stability and harmony,promotes healthy social and economic development,and enhances its social status and social credibility.This paper investigates the current situation of Jiangsu Provincial Archives’ participation in public crisis management,and finds out how Jiangsu Provincial Archives participate in public crisis management,what problems exist and what are the reasons? It also discusses the countermeasures and suggestions to promote the comprehensive archives’ participation in public crisis management.Firstly,through the reading of a large number of documents,this paper introduces the research background and research significance of this paper,analyzes and summarizes the current research status of the comprehensive archives participating in public crisis governance at home and abroad,and determines the research ideas and methods of this paper,and expounds the research of the paper.innovation point.Secondly,it discusses related concepts such as public crisis,public crisis governance,and comprehensive archives’ participation in public crisis governance,and introduces holistic governance theory,network governance theory,and resource dependence theory to explain the feasibility of comprehensive archives participating in public crisis governance..Thirdly,on the basis of on-the-spot investigation and network investigation of Jiangsu Provincial Archives,understand the basic status of its participation in public crisis management,briefly summarize the basic achievements of its participation in public crisis management,and give a summary of the current Jiangsu Provincial Archives’ participation in public crisis management.A brief analysis of the existing problems and reasons in this paper has laid a foundation for promoting the comprehensive archives to better participate in public crisis management.Finally,this paper proposes to promote comprehensive archives from four aspects: strengthening the resource construction of archives participating in public crisis governance,improving the legal guarantee for archives participating in public crisis governance,strengthening the role of archives information service in public crisis governance,and carrying out archives-centered multi-governance collaboration.The basic countermeasures for museums to participate in public crisis management.
