Research On The Willingness Of The Public To Participate In The Governance Of Local Comprehensive Archives Based On The Deconstructive Planning Behavior Theory

On June 9,2021,the State Affairs Office of the CPC Central Committee issued the national archives development plan for the 14 th five year plan,which stressed that one of the main tasks of China’s Archives in the new era is to "comprehensively promote the construction of archives management system and improve the efficiency of archives management".Macroscopically,it points out the direction for the development of China’s archives.The biggest difference between archives management and China’s traditional archives management is to emphasize the diversification of governance subjects.As the main body of archives governance,the public’s participation will also have a significant impact on China’s archives governance.The existing research on public participation in archives governance focuses on the theoretical level of participation significance,participation mode and path and participation countermeasures,and the research is mostly from the perspective of the state,archives authorities and archives,lack of research on the public,and lack of targeted empirical research.Taking the public as the research object,this study makes an empirical study on their willingness to participate in the governance of local comprehensive archives,in order to improve the willingness of the public to participate in the governance of local comprehensive archives and provide reference for promoting the process of public participation in archives governance in China.This paper adopts the method of combining theoretical and empirical research.Firstly,guided by the deconstruction planned behavior theory in psychology,this paper reviews and summarizes the existing relevant research on public participation in archives affairs,work and public participation in archives governance,and constructs the willingness model of public participation in local comprehensive archives governance according to the specific situation of public participation in local comprehensive archives governance.Secondly,by deconstructing the three belief dimensions of behavior,norms and control,this paper studies the factors affecting public will and puts forward research hypotheses.Thirdly,through empirical research-questionnaire survey,we can understand the basic situation of the public’s cognition of archives governance and the factors affecting the public’s willingness to participate.Use spss26 0 and amos24 0 software analyzes the collected data and tests the research model and research hypothesis.Process the data obtained from empirical research.The results show that the model fits well and can better explain the willingness of the public to participate in the governance of local comprehensive archives;The regression coefficient between each latent variable shows that all hypotheses of this study have been confirmed.Finally,it puts forward dependent countermeasures and suggestions for each belief dimension that affects the willingness of public participation.
