Issues in Deepening Reform".The "Decision" put forward the general goal of comprehensively deepening reform,namely,"Improve and develop the socialist system with Chinese characteristics,and promote national governance.Modernization of systems and governance capabilities".In order to better serve the national governance modernization development strategy and promote the deepening development of the archives industry,in the "Thirteenth Five-Year Plan for the Development of the National Archives Industry" in 2016,"Improve the File Management System and Improve the File Management Ability" Established as the guiding ideology for the development of archives during the 13 th Five-Year Plan.How to correctly understand the current development status of archives governance capabilities and accelerate the improvement of archives governance capabilities has become an important topic that requires in-depth thinking.At present,the academic research on the practice of archives governance is not perfect,and the discussion on the modernization and improvement strategy of archives governance capacity has not formed a unified,and the modernization of archives governance capacity is still facing many obstacles.Through literature surveys and network surveys,this paper starts from seven dimensions,including the ability to build the rule of law in archives,the ability to build archive resource systems,the ability to use archive resources,the ability to build archives informatization,the ability to protect archives security,and the ability to build a talent team for archives.During the 3rd Five-Year Plan period,each provincial archives department’s archive governance capability was investigated and the results were analyzed.According to the actual level of regional development,each provincial national archives department accelerated the pace of archive governance in all aspects of the archives development,improved the archive governance capability,and promoted This has contributed to the development of archives in various regions.At the same time,based on the problems found in the investigation,corresponding improvement strategies were put forward.In terms of the construction of archives rule of law,it is necessary to scientifically plan archives legislative work,promote the construction of archives legal system,strengthen archives administrative law enforcement and supervision,innovate archives governance and supervision mode,and strengthen archives laws and regulations.Propaganda to enhance the awareness of the rule of law in the archives of the whole society.With regard to the construction of the archive resource system,it is necessary to improve the ability to receive and keep archives,promote the construction of agricultural and rural archive resources,promote the digital development of archive compilation results,and improve the quality of archive compilation results.With regard to the utilization of archives services,it is necessary to strengthen the ability of archives publicity and education services,enhance the awareness of archives in the whole society,accelerate the construction of archives information resource sharing platforms,and promote the sharing and utilization of archives resources in my country.In terms of archives informatization construction,it is necessary to continue to promote the construction of digital archives,accelerate the transformation to intelligence,deepen the integration of electronic archives and emerging technologies,and innovate electronic archive management methods.In terms of the capacity building of archives security protection,it is necessary to improve the security protection capability of archive entities,improve the security risk management system,strengthen the security protection capability of archives informatization,and improve the archive information security mechanism.In terms of the construction of the archives team,it is necessary to improve the training mechanism for archives cadres and improve the overall quality of the archives team.Through the research on the modernization and improvement strategy of archives governance capabilities,we have learned about the current status of the archives governance capacity construction of the provincial archives departments during the13 th Five-Year Plan period,which helps us to further learn and learn from the archives of various provinces,autonomous regions,and municipalities in promoting the modernization of archives governance capabilities.The advanced ideas and effective measures in the construction process can also be found in the gaps and deficiencies of the provincial archives in strengthening the modernization of archives governance capabilities,and provide more for the practical development of my country’s archives governance capability construction and the transformation and upgrading of archives undertakings.Reference and help will help accelerate the high-quality
