Research On Archives Crisis Collaborative Governance

Archives,as an important original record of the historical development of human society,are a valuable asset to the entire human society.The archives,as the main body of the development of archives,is an important archives security storage base,and bears the important responsibility of protecting the precious wealth of human society.Opportunities and challenges coexist in the digital age.While the archives are advancing with the times,they are also facing the challenges of diversification risks and crisis.Archives are often inadequate to deal with and govern with their own main forces.Assistance from external forces such as relevant government organizations and diverse social actors is needed.Collaborative governance,as an innovative theory of multi-subjects cooperative participation in governance,can guide the orderly participation and coordination of multi-subject forces in crisis management of archives to achieve effective governance of multi-crisis in archives.Therefore,this article introduces the theory of collaborative governance into the process of archives crisis management and conducts research on archives crisis collaborative governance.This article is divided into five chapters.The first chapter is the preface,which includes the research background and significance of the article,the present situation of research at domestic and foreign,research ideas and methods,difficulties and innovations.The second chapter expounds the related notions and rational foundation of archives crisis collaborative governance,defines the concepts of archives crisis,collaborative governance and archives crisis collaborative governance,and discusses the 4R crisis management theory,synergy theory and governance theory.The third chapter introduces the practice conditions and internal logic of archives crisis collaborative management,and expounds the necessity and feasibility of archives crisis collaborative management from reality.It also discusses the internal logic of archives crisis collaborative governance through three levels of subject diversification,interactive cooperation and ability coordination.The fourth chapter analyzes the dilemma faced by the archives 'crisis collaborative governance,and discusses it from four aspects: the uneven structure of the multi-subjects' collaborative structure,the imperfect cooperation methods of the participating subjects,the inadequate coordination capacity building work,and the insufficient guarantee of the collaborative governance system.The fifth chapter begins to think about ways to strengthen the collaborative governance of archives crisis.In view of the difficulties faced by the collaborative management of archives crisis,it discusses from the four aspects of cultivating multiple subjects,enhancing subject collaboration,enhancing synergy capabilities,and strengthening synergy guarantee.
