Research On Emergency Information Services In Comprehensive Archives For Public Health Emergencies

The frequent occurrence of public health emergencies not only seriously affects social production and life and industrial economic development,but also impacts China’s emergency management system and challenges the government’s emergency management ability.The National Comprehensive Archives is an important "information bank" and "think bank".To provide emergency information service for public health emergencies is not only an important driving force to improve the government’s emergency management capacity,but also a basic guarantee to promote the modernization of China’s governance system and governance capacity.China attaches more importance to the emergency information service of comprehensive archives for public health emergencies.From the perspective of the service status,the integration ability of archives resources has been improved,the access to emergency information has become more convenient,the efficiency of archives administration has become more significant,and the forms of emergency information service are more diversified.However,through investigation and analysis,it is found that there are still some problems in the emergency information service of the comprehensive archives,including the lack of linkage of the emergency information service of the archives,the low timeliness of the emergency information service,the lack of depth of the emergency information service,and the lag of the construction of the emergency information service platform.The causes of these problems are various,including the lack of cooperation mechanism of the comprehensive archives,the backward concept of emergency information service of the archives,the inaccurate grasp of public health emergency information demand,and the informatization ability of the comprehensive archives to be improved.Therefore,according to the actual circumstance of our country comprehensive archives of the emergency information service and public health emergencies emergency management needs,comprehensive archives need build emergency linkage mechanism of information service,including archives of public health crisis management mechanism,multilateral coordination mechanism of file information resources sharing,cooperate with the archives of the emergency information service mechanism.Improve the timeliness of emergency information service,improve the awareness of active service,improve the emergency information service plan,and carry out the evaluation of emergency information service.Deepen the content of emergency information service,accurately grasp the needs of emergency information,strengthen the development of public health emergency information service products and research on archives.Strengthen the construction of emergency information service platform,establish special archive database,pay attention to the integration of multiple technologies,pay attention to the security of archive information resources.The innovation of this paper is reflected in three aspects.The first,the research on emergency information service of archives department focuses on public health emergencies and comprehensive archives,and analyzes the internal logic and constituent elements between emergency information service of comprehensive archives and public health emergencies.The second,combined with the network survey of 31 provincial archives in China and the telephone interview results of jiangsu provincial archives,the effectiveness and existing problems of the emergency information service of China’s comprehensive archives for public health emergencies were analyzed and summarized,and the causes of the problems were systematically analyzed.Thirdly,based on the current situation of emergency information service in China’s comprehensive archives,combined with good practical experience at home and abroad,put forward more targeted countermeasures to provide reference value for improving and enhancing the emergency information service ability of archives department in the later period.
