Research On The Influencing Factors And Countermeasures Of Realizing The Public Value Of Comprehensive Archives

The reform of the separation of bureaus and libraries in the archives field has allowed the comprehensive archives to more clearly define its nature as a scientific and cultural institution,enhance its ability to serve public culture,and become an important public organization serving the people.The newly revised "Archives Law" in 2020 also contains suggestions to encourage the development and utilization of archives and give full play to the value of collections.As a social public organization,the ultimate goal of the comprehensive archives is to better serve the society and create public value for the society.The public value created by the comprehensive archives is also the common interest pursued by many aspects of society.Therefore,exploring the current status of the public value of comprehensive archives information services and analyzing the influencing factors of improving public value are particularly important for improving citizens' awareness of archives and promoting the development and utilization of archives.The research question of this thesis is "using the theory of public value to explore the influencing factors of the realization of the public value of the comprehensive archives?According to the influencing factors,propose countermeasures to enhance the public value of the comprehensive archives".Through in-depth interviews with comprehensive archives at all levels,interviews with staff in the archives,and users who come to the library to check and obtain interview materials.Based on the theory of public value,the interview data and related information resources are coded and analyzed,and a research framework for the realization of public value of comprehensive archives information services is proposed.On this basis,the influencing factors of the realization of public value are further analyzed.The relationship between influencing factors.Finally,the countermeasures to realize the public value of comprehensive archives information services are proposed:creating a good archives social environment,constructing a scientific collection system,improving the overall quality of staff,and innovating service concepts and service methods.The innovation of this thesis lies in:perspective innovation,which provides a new public management perspective for archive information service research,and is the specific application of public value theory in the field of archives;practical innovation,this thesis proposes to enhance the public value of comprehensive archives information services The countermeasures provided a new plan for improving the quality of archive information services.
