| Grassroots governance is an important part of improving the national governance system and promoting the modernization of national governance.It is also an inevitable choice for social development and the realization of Chinese-style modernization.Grassroots governance involves a wide range of areas and a large body.It is not only necessary to balance the conflicts among various social subjects horizontally and deliver policy information between different levels vertically,but also to properly handle the communication relations between people and between people and society,so as to build a civilized,harmonious and beautiful modern socialist society.Therefore,how to correctly handle the relationship between the government,society and people,so that it can serve the specific practice of grassroots governance,effectively alleviate social contradictions,break communication barriers,enhance social cohesion,create a better picture of work and life,is the topic of grassroots governance should be the meaning.From the perspective of communication,based on Marx’s spiritual communication theory and media availability theory,this study uses social practice,scientific research investigation,grassroots temporary post,voluntary service activities and other methods,and takes the practice Center of civilization in the new era and other grassroots governance platforms as the starting point,comprehensively using in-depth interview,case analysis and other scientific research methods.In the form of semi-structured interview,field observation,questionnaire survey and data analysis,field research was conducted on the practice centers of new era civilization in 10 areas of Chengdu,Sichuan Province,and an in-depth analysis was made of the economic development level,social and cultural landscape,human environment and the communication status of relevant practical activities in some villages and cities.It is found that in the process of information dissemination at the grassroots level,the realistic dilemma of "levitation" of Party organization communication,"internal volume" of other organization communication and "fragmentation" of self-organization communication,and the problems such as weak integration ability of online network space resources,weak coordination of online platform and limited functional service ability of offline public space appear.So,by introducing the Viable System Model of system science,the Viable System Model of grass-roots communication is constructed on the basis of the existing status quo of grass-roots communication,which reveals the mutual relations among the participants of the grass-roots communication system and finds that the information communication modes are diverse due to the differences between urban and rural areas in productivity,social status,consciousness and other aspects.On the one hand,when the communication system is abnormal,the two sides will appear silence,alienation,game and other problems,making the normal mode of communication ineffective.On the other hand,when the communication system runs normally,it will form diversified communication modes such as "conference-document","broadcast-mutual broadcast",interactive communication,embedded communication,participatory experiential communication and social network information communication.Finally,based on the specific status of differences in productivity,social consciousness and communication status between rural and urban areas,a grass-roots governance and communication path that meets the "necessary diversity" is proposed from the three aspects of the system environment,management meta-system and operational subsystem of the Viable System Model,so as to meet the diverse information needs and expression needs of the public.In order to provide reference materials for the future grass-roots governance work to better serve the modernization construction of national governance. |
