This study will analyze the influencing mechanism of network public sphere on rural grassroots governance based on the case of Zhoukou Grave-flatting Reformation in 2012, by using various research methods, including field investigation, text and content analysis and Internet data tools, such as Baidu Index and search engine statistics.The study found that the rural grassroots governance body, including the town government, village committee, village organization and villagers, successfully coped with rigid and stressful assessments from superior government by special governing measures in acquaintance society and villagers' weapon and trick, which showed the rural grassroots governance is validin the terms of carrying out a task. But in terms of achieving the actual goal, it's invalid. However, the striking achievement soon drawn the attention of network public sphere,which steeply produced fierce and almost one-sided public opinion to resisting grave-flatting information.Caught in strong pressure of public opinion, the rural grassroots governance bogged downinpowerlessness, which forced the municipal government to stop task assessment and take "not as" strategy. Although the rural grassroots governments did not directly feel the pressure of public opinion, the information they received about network's opinion on grave-flatting could help them comprehend why superior government take "not as" strategy, which caused the grave-flatting information ended with "on hold". Thus, after the network public sphere involved, the rural grassroots governance system became ineffective, which could only put grave-flatting "on hold" to quell public opinion. Meanwhile, the influence of network public sphere on the rural grassroots governance isprofound and lasting, leading to a direct result of a strong avoidance on grave-flatting and stagnation and even retrogression of funeral reform in Zhoukou.
