As the basic and leading industry supporting economic and social development in the 14 th Five-Year Plan Period,the information and communication industry can promote the development of digital economy and accelerate the construction of intelligent society.Fujian Province also highly pays attention to the construction of the Digital Fujian Province in the new era,increases the financial support for the information and communication industry,and focuses on supporting the development of 5G base station construction,industrial Internet and other information and communication equipment manufacturing industries.The information and communication industry of Fujian Province has made great achievements in the 13 th Five-Year Plan Period,but also has been faced with some development problems,such as difficulties in new infrastructure opening and lacking the integration with other industries and etc.Therefore,it is necessary to measure the industrial chain linkage of the information and communication industry of Fujian Province.Under the framework of input-output analysis,this paper uses APL model and SDA model to measure the linkage of the information and communication industrial chain and decompose the changes of added-value so as to understand its position in the economic system of Fujian Province and puts forward the relevant policy suggestions accordingly.The research content and focus of this paper are clarified by combing and reviewing the relevant literatures.Based on the latest input-output tables of year2007,2012 and 2017 issued by Fujian Provincial Bureau of Statistics and the inter-regional input-output tables of 31 provinces and cities in our country,the 27 departments of input-output tables of the information communication industry(including information communication equipment manufacturing industry and information communication service industry)and the input-output tables of four provinces of Zhejiang,Fujian,Jiangxi and Guangdong are compiled through data processing.Using the input-output analysis,this paper measures the linkage effect,spillover effect and economic distance between industries,plots the information and communication industrial chain map,and explores the main factors affecting the proportion of value-added of the information and communication industry to GDP.The results show that: Firstly,the spillover effect of the information and communication industry is relatively stronger and the spillover range is relatively wider.The information and communication equipment manufacturing industry is highly dependent on the capital formation and the information and communication service industry is highly dependent on the consumption.Secondly,the information communication equipment manufacturing industry is located in the middle and lower position of the whole industrial chain,and information communication service industry is located in the lower position of the whole industrial chain.The economic distance between the information and communication equipment manufacturing industry and the upstream and downstream industries is gradually increasing,and the production process in the middle becomes more and more complicated.The upstream industries of the information and communication service industry mainly include the information and communication equipment manufacturing industry and other service industries.There are more production links between several industries and the information and communication equipment manufacturing industry.The intermediate links have increased.The value-added of products have increased.The industrial chain has been extended,and the economic maturity has been gradually improved.Thirdly,the link between the information and communication industry of Fujian Province and Jiangxi Province is the strongest and the production integration degree is the highest,while the links between Fujian Province and Zhejiang Province,Jiangxi Province and Guangdong Province upstream and downstream became more complex from 2007 to 2012,and remained stable from 2012 to 2017.Fourthly,the relative price and the intermediate input structure contribute the most to the increase of the proportion of the information and communication industry to GDP,while the relative value-added rate and the final demand factor contribute negatively.
