Research On Scientific Data Policies Of Funding Agencies Based On Policy Text Analysi

The goal of this study is to look into the current,effective scientific data policies that have been published online by local and international funding organizations.The qualitative text analysis method and its software tools are used to study the relevant policies,construct a framework for analyzing the policy texts and conduct quantitative evaluation analysis of the policy texts.Based on the data life cycle stages,we summarize the key points of the policy content,and provide reference and reference to supplement and improve the scientific data policies of funding agencies in China.It also encourages standardization,development,and sharing of scientific data among funding agencies,ensures the efficient application of scientific data policies,raises the value of scientific data,and lays a solid foundation for both social advancement and scientific and technological advancement.The primary research methodologies used in this work are qualitative text analysis and website research.Initially,using a website research methodology,the research gathers and arranges policy texts pertaining to scientific data from both local and international funding sources;secondly,it adopts qualitative text analysis method to construct a policy text analysis category system for scientific data target policies inductively with the help of its software tool NVivo,and conducts policy evaluation analysis for four countries,namely,the United States,the United Kingdom,Canada,and Australia,respectively,to summarize the policy points of foreign funding agencies based on the data life cycle;secondly,it analyzes the policy content at the national level and the industry level respectively,and conducts policy evaluation for China’s target policies based on the constructed policy text Then,we analyzed the relevant policies at the national level and industry level in China,and conducted policy evaluation and analysis of China’s target policies based on the constructed policy text analysis category system;finally,based on the analysis results and the key points of scientific data policies of foreign funding agencies,we proposed policy recommendations to China’s funding agencies for each stage of the data life cycle.Through the research and analysis of domestic and foreign funding agencies’ scientific data policies,this essay makes the following judgments: a policy text analysis category is constructed inductively for the policy texts that need to be analyzed.The policy content is evaluated and analyzed to summarize the main points of the policies,and the applicability of qualitative text analysis method to the analysis and evaluation of scientific data policies is demonstrated,which further provides samples for relevant policy research and enriches diverse research methods.Nowadays,scientific data is an important strategic resource,and scientific data management and sharing are increasingly worthy of attention.Compared with the mature scientific data policies of foreign funding agencies,policy recommendations for each stage of the data life cycle need to be supplemented,adjusted and improved as soon as possible for the policies related to scientific data of Chinese funding agencies.
