Research On Open Access Policy Of Scientific Research Funding Agencies

Open access is set up under the existing legal framework based on the network’s new academic information publishing and academic exchanges system. Open access movement has been more and more attention in abroad, and has made certain achievements, slow development of open access movement in China, is mainly because of the lack of powerful policy support and guidance, due to the open access is a covers a wide range of topics, this paper mainly studies open access policy of research funding agencies.This paper fully read a large number of references at home and abroad, to understand the development of open access policy at home and abroad and the present situation, mastered the characteristics and disadvantages of the open access policy, by comparison to find out the deficiency of the open access policy in China and its influence factors, and the three major research funding agencies to analyze the actual open access policy, in order to open access theory, public choice theory, public goods theory as the theoretical support, and master the scientific research institutions in our country the influence factors of open access policy mainly includes the national related policy, copyright system, infrastructure, the attitude of the stakeholders and academic review system.On this basis, the thesis develop and perfect the scientific research funding agencies which accords with the situation of our country open access policy, mainly including the formulation of national level public access to publicly funded scientific research policy, the operating mechanism of the integration of open access and commercial institutions form resultant force, make the copyright of the open access policy with strong universality, establishing funded by the state to access online database, guide participating the scientific literature, social and academic habits make open access and use of data management and sharing of scientific research funding agencies policies to promote open access, reform the existing academic evaluation or professional title promotion policy.Hope that through the research of this paper, to achieve scientific research results and resource sharing, and to improve the transparency of research funding agencies, is helpful for fellow scholars to research results, the supervision of scientific research funding agencies in China to make open access policy has certain practical significance.
