Collaborative Research On Open Sharing Policy Of Scientific Data Based On Content Analysis Of Policy Texts

The purpose of this research is to investigate the current and effective open scientific data policies issued by relevant stakeholders through the website,analyze the content of their policy texts,and extract policy content elements from each stage of the scientific data life cycle,and to conduct in-policy cooperative observations on scientific data open sharing policies of various stakeholders,with a view to providing some guidance and suggestions for stakeholders to reduce conflicts of interest in the policy dimension,enhance coordination and interoperability among policies,and reach consensus to carry out cross-institutional collaboration,it also provide a reference for China to formulate and improve the national level scientific data open sharing policy,promote the standardized development of scientific data open sharing,and ensure the effective implementation of the scientific data open sharing policy.This paper mainly adopts website research method and content analysis method.The research first collects and collates the scientific data open sharing policy texts that are representative of various stakeholders by using the website research method;secondly,through reading and analyzing the content of the policy texts,further explore the crossinstitutional implementation details of the scientific data open sharing policy,carry on the policy cooperative observation,extract cooperative observation points based on each stage of the data life cycle and construct the cooperative observation matrix;finally,the necessity and feasibility of open sharing policy coordination of scientific data are explained from multiple angles,and then summarize the collaborative policy framework for open sharing of scientific data covering the whole scientific data life cycle,to provide a reference for the coordinated development of various stakeholders and the formulation and improvement of the policy of open sharing of scientific data in China.Through the cooperative observation and analysis of the scientific data open sharing policies of various stakeholders,this research draws the following conclusions: different stakeholders have made scientific data open sharing policies that in accordance with their own responsibilities at all stages of the data life cycle investigated by the research.It stipulates that the targets of the policy include not only the same types of institutions that promote the development of the industry,but also many other types of stakeholders.Nowadays,issues related to data types,size,complexity,and heterogeneity are emerging in an endless stream,and various stakeholders are conducting closer data transmission and exchanges.Therefore,policy coordination research is necessary and feasible to promote social development,balance conflicts of interest and strengthen the dissemination of scientific research.Specifically,the standardized development of scientific data open sharing can be guided by measures such as improving the nationallevel scientific data open sharing policy,perfecting the coordination mechanism of policy groups,establishing scientific data management and open sharing standards.
