The Dilemma Perspective And Solution Of Grassroots Precision Poverty Alleviation Archives Management

As a precise poverty alleviation file that reflects and incorporates the great spirit of the Chinese Communists’ spiritual pedigree,it belongs to the scope of national key archives and plays an important role in serving the party and national center work and building a national memory community.It is of great significance to strengthen the protection and development of grassroots precision poverty alleviation archives,and to record and retain the struggle records of the Party leading the people to eliminate absolute poverty and regional overall poverty in the new era,so as to give full play to the work of precision poverty alleviation archives to better serve the overall situation of the Party and the country and serve the people.In this paper,the research objects are selected by regional stratified sampling,and the management of targeted poverty alleviation archives at the grass-roots level is obtained by means of questionnaire survey,semi-structured interview and network survey.This paper analyzes the difficulties faced by the management of targeted poverty alleviation archives at the grass-roots level,and puts forward corresponding solutions,in order to provide reference for the management of targeted poverty alleviation archives at the grass-roots level and the management of subsequent three rural archives.Part Ⅰ is the basic theory chapter,including Chapter 1 and Chapter 2.The first chapter analyzes the background of the times,policy background and research significance of strengthening the management of precise poverty alleviation archives,compares and summarizes the domestic and foreign literature,analyzes the current research direction and status quo of the academic community on the management of precise poverty alleviation archives at the grassroots level,and thus determines the research questions of this paper,explains the research ideas and methods,research innovations and limitations of this paper;the second chapter compares the connotations of poverty eradication,precise poverty alleviation policies,precise poverty alleviation archives and The second chapter compares the connotation of poverty alleviation,precise poverty alleviation policy,precise poverty alleviation files and precise poverty alleviation file management,and clarifies the core connotation of social governance theory,new public service theory and social memory theory,and applies them as the theoretical basis of this study to provide theoretical support for this study.The second part is the dilemma analysis chapter,which is the third chapter.It focuses on the research design and research results.On the one hand,it introduces the research scope,research method,selection of research subjects and specific contents of the research;on the other hand,it analyzes the current situation of grassroots precise poverty alleviation file management from several perspectives,such as the collection,digitization,management mode and development and utilization of grassroots precise poverty alleviation files;meanwhile,it analyzes the current dilemma of grassroots precise poverty alleviation file management from four aspects,such as the composition of poverty alleviation files,the digitization of poverty alleviation files,the management mode of "village files and county management" and the connection with rural revitalization through research data,At the same time,we analyze the current dilemma of grassroots precise poverty alleviation file management from four aspects,namely,resource collection dilemma,digital transformation dilemma,governance deficiency dilemma and strategic convergence dilemma through research data,including the composition of poverty alleviation file content,full-text digitization of poverty alleviation file,"village file and county management" management mode and convergence with rural revitalization.The third part is the chapter of countermeasures and suggestions,that is,the fourth chapter.Combining with the development plan of archives,advanced experience of other regions and regional development status,it proposes four ways to crack the dilemma of receiving and keeping loose archives,cracking the dilemma of collection,promoting the construction of digital resources,cracking the dilemma of transformation,innovating the archives management mode,cracking the dilemma of lack of position,and supporting the orderly convergence of strategies,cracking the dilemma of convergence.
