Research On Academic Misconduct Governance Policy Based On Policy Measurement

In recent years,China has paid more and more attention to scientific research,with increasing investment and fruitful achievements in scientific research.At the same time,the state pays more attention to intellectual property rights,constantly improves relevant laws and regulations,and intensifies the crackdown on academic misconduct.On the other hand,academic misconduct still happens.Such incidents waste academic resources,damage the image of scholars,corrupt academic atmosphere and hinder academic progress,so it is very necessary to govern academic misconduct.To this end,the relevant departments of the state has introduced a series of policies.However,academic misconduct incidents are still frequent,indicating that the existing legal norms are still inadequate,and governance policies need to be further improved.At present,the research of academic misconduct governance policy is still insufficient.Therefore,it is necessary to analyze and study the policy of academic misconduct governance in China and clarify the change characteristics of the policy,so as to improve the policy and strengthen the governance of academic misconduct in China.First of all,based on the policy measurement method,this study analyzed 354 policy texts of academic misconduct governance in China,and found that the number of policies presented the characteristics of "overall gradual" and "single-year surge".Among the six types of policies,the number of departmental normative documents is the largest,while the number of laws and regulations policies is the least.According to the annual scatter chart of word frequency,combined with policy objectives,content and existing research results,the development of academic misconduct governance policy in China is divided into three stages.That is,the period of strengthening the construction of "academic ethics"(1999-2004),the period of focusing on the investigation and punishment of "academic misconduct"(2005-2017),and the period of simultaneously promoting the construction of "integrity" and "investigation and punishment"(2018-2021)are analyzed.Secondly,the analysis of policy release subjects shows that the number of policy release subjects has significantly increased,and the scale of cooperation between subjects has significantly expanded.Although most policies were issued by individual entities,the number of joint documents showed an obvious upward trend.Then,354 policies were analyzed by word frequency analysis,co-word analysis,cluster analysis,multidimensional scale analysis and social network analysis.The results show that :(1)the number of policies presents the characteristics of "overall gradual" and "single year surge";(2)Policies are diversified in type and complete in level,but have low effectiveness and lack of special legal regulations;(3)Significant stage characteristics of policies;(4)The number of policy release subjects increased significantly,and the degree of cooperation improved,but the lack of specialized management agencies;(5)Wide coverage of policy themes and close connection of contents.Finally,some suggestions are put forward :(1)improve the level of the subject of policy release and enhance the effectiveness of policy;(2)Set up special management agencies to strengthen overall management;(3)Strengthen and deepen cooperation among entities and build a system of coordinated governance;(4)Strengthen research integrity education and promote academic self-discipline.
