| In 2022,the State issued the Opinions on Further Reducing the Burden of Homework and Off-Campus Training for Students in Compulsory Education(hereinafter referred to as "Opinions")in order to effectively reduce the burden of excessive homework and off-campus training for primary and secondary school students.After the issuance of the double reduction policy,sports training institutions have ushered in a development opportunity,and sports training institutions have mushroomed,which has also brought a series of problems such as the lack of standardization of development,resulting in the quality of training is not effectively guaranteed.Therefore,how to evaluate the training quality of out-of-school sports training institutions in a scientific and reasonable way has become a problem that sports training institutions need to improve and solve after the implementation of the double reduction policy.To this end,this paper aims to establish a scientific and reasonable evaluation index system for the training quality of out-of-school sports training institutions,in order to standardize the training work of sports training institutions,effectively improve the core competitiveness of sports training institutions in the out-of-school sports training industry,and promote their high-quality development.It also broadens the research perspective on the field of out-of-school sports training,enriches the research topics in this field,and provides theoretical references for the research in this field.This paper takes the construction and empirical evidence of the training quality evaluation index system of out-of-school sports training institutions under the double reduction policy as the research object,uses the CIPP model and relevant government documents,etc.as the theoretical basis,and uses research methods such as literature method,expert interview method,Delphi method,questionnaire method,hierarchical analysis method and mathematical statistics method to construct the training quality evaluation index system of out-of-school sports training institutions under the double reduction policy,and uses The students or parents of some out-of-school sports training institutions for children and adolescents in Nanning City(filled in on behalf of them)were used as survey objects to conduct an empirical study on the training quality of some out-of-school sports training institutions in Nanning City under the double reduction policy to further test the validity,rationality,and scientificity of the system,and the main findings were as follows:First,through the Delphi method,based on the CIPP evaluation model,supported by relevant government documents,and referenced by existing studies,a system of indicators for evaluating the training quality of out-of-school sports training institutions under the double reduction policy was established,which includes four primary indicators,11 secondary indicators,and 39 tertiary indicators,including training programs,training conditions,training processes,and training effects.Second,the weights of each indicator of the evaluation system were calculated and interpreted by using hierarchical analysis method through SPSSAU analysis software.The first-level indicators can be ranked according to the weights from significant to small:training conditions(0.40719),training program(0.21976),training process(0.20739),and training effect(0.16566).Third,using the fuzzy comprehensive evaluation method to calculate the scores of Qingxiu District,Xixiangtang District and Jiangnan District,the final scores and grades of the three pilot urban areas were:3.93318 "medium",4.06423 "good" and 3.99364 "medium",3.99364 "medium",it can be seen that the quality of training in the three pilot urban areas of out-of-school sports training institutions belong to the upper-middle level.Fourth,the level and characteristics of the training quality of out-of-school training institutions under the double reduction policy were studied empirically,and five demographic variables were analyzed using independent sample t-tests and ANOVA tests,and it was found that the main variables affecting students’ evaluation of the training quality of out-of-school sports training institutions were students’ school nature,household registration,and grade level.Fifth,the empirical study found that to effectively improve the training quality of out-of-school sports training institutions under the double reduction policy,six aspects of training programs and training conditions,and training processes need to be improved and perfected by paying attention to training demand analysis,optimizing training facilities and equipment,strengthening training institution management,focusing on practice combined with theory,exploring effective teaching methods,and implementing talent training and delivery.Sixth,the evaluation index system for evaluating the training quality of out-of-school sports training institutions under the double reduction policy was used to evaluate some out-of-school sports training institutions for children and adolescents in three major urban areas of Nanning City,and the corresponding evaluation results were obtained.Therefore,it was concluded that the evaluation index system constructed in this paper was feasible to evaluate the training quality of out-of-school sports training institutions in four aspects:training programs,training conditions,training processes,and training effects,and the evaluation results could reflect the overall degree of training quality of out-of-school sports training institutions,which verified the measurability and reasonableness of the evaluation index system. |
