With the return of the Olympic Games and the support of the state,the number of baseball games is increasing day by day.The national level baseball referees are mainly devoted to youth baseball games.To hold the games more and more satisfactorily,therefore,it is necessary to construct a complete evaluation system,perfect the evaluation criteria,and enhance the other evaluation and self-evaluation of the first-class baseball referees,enhance the overall ability of the referee.The purpose of this study is to construct the evaluation index system,and to evaluate the baseball referee’s executive ability more scientifically and systematically.This paper first summarizes the indicators based on relevant research,then uses Delphi method to determine the indicators.In the screening process,the calculated mean,standard deviation and coefficient of variation are used to eliminate the indicators that are not in the coefficient range,using the analytic hierarchy process to determine the weight of indicators,and finally a complete evaluation index system table using fuzzy comprehensive evaluation method for empirical.The main findings of this paper are as follows:(1)the evaluation index system of the national level baseball referees’ executive ability,it consists of 4 first-level indicators(professional ethics,professional level,psychological quality,physical quality),13 second-level indicators(moral quality,moral sentiment,ideological cultivation,etc.)and 34 third-level indicators(professionalism and collectivism spirit,fairness and justice in sentencing,perseverance,etc.).(2)the weights of the four first-level indicators were professional ethics 0.4577,professional level 0.2222,psychological quality 0.2008,physical quality 0.1194;The two-level indexes with the highest weight in each dimension were moral quality 0.4230,professional knowledge and skill reserve 0.6694,field control ability and resistance ability 0.4000,processing ability 0.4000,sensitive quality 0.7500;The maximum comprehensive weight of fairness and justice is 0.1236.(3)the positive coefficients of the experts in the three rounds were all 100%,and the relative high degree of authority of the experts were 0.838,0.84 and 0.87 respectively,while the coefficient of variation of the indexes in the three rounds ranged from 0.07 to0.25,and Kendal’s coefficient increased progressively,the Cronbach α coefficients of the three-round questionnaire were 0.837,0.725 and 0.705 respectively,all of which were above 0.70,indicating that the reliability of the questionnaire was high,the subjective validity was 60% and 40% respectively,and the overall validity was also very good.The CR of target layer was 0.0171,CR of each criterion layer was 0.000.0068,CR of scheme layer was 0.000.0384,all were less than 0.1.(4)the existing evaluation problem of baseball referees in our country is the lack of comprehensive evaluation indicators.Therefore,the construction of evaluation index system can supplement the theory of baseball referees ability,and provide a reference for improving the evaluation and selection of baseball referees ability of China Baseball Association.
