Since the promulgation of the "double reduction" policy in July 2021,the two mountains impeding the construction of high-quality education-the heavy workload on homework and the burden of off-school training-are facing a trend of collapse.At one time,two big mountains pressed on the shoulders of education reformers,becoming a difficult issue that the education sector urgently needs to overcome."Reducing the burden of off campus training",one of the key points of "double reduction",has achieved remarkable results within a few months after the implementation of the policy.National well-known training institutions,such as "New Oriental,XRS,Aung Li Education,and Zhonggong Education",have been hit by "double reduction" and have to face transformation,divestiture,or complete withdrawal from the market.However,it is difficult to find a breakthrough and a balance in the issue of how to "reduce the heavy homework burden on students".In July 2021,the Central Committee of the Communist Party of China and the General Office of the State Council emphasized in the "Opinions on" Double Reduction "that the" Double Reduction"pilot work needs to be solidly and steadily advanced,and the governance work should closely follow the pace of policies,carefully organize and implement,in order to achieve practical results.Under this requirement,it is necessary for implementers to grasp "students’ excessive homework burden" with one hand and "homework quality" with the other hand to ensure the high-quality development of quality education.Such a difficult situation has become the primary difficulty in implementing the "double reduction" policy,and has also become the core starting point of this innovative Chinese homework design strategy for primary schools.Reducing "students’ excessive homework burden" is not only reflected in the number and difficulty of homework assignments assigned by teachers,but also more importantly,how to improve the quality of students’ homework.As an important link in the teaching process,homework is closely related to achieving curriculum goals,and the source of achieving curriculum goals is homework design.Obviously,its importance is self-evident.This means that front-line teachers should strive to break through the difficulties that hinder the construction of a high-quality education system.Based on the above situation,the author believes that to truly achieve the "burden reduction and quality improvement" of homework under the "double reduction",we should focus on reality,deepen educational practice,investigate the current situation of homework design quality,analyze the problems existing in the phenomenon from multiple aspects,objectively and impartially analyze the reasons behind the phenomenon,and provide practical strategic reference for improving the quality of homework design.This article focuses on using questionnaires,interviews,and text analysis as the basic research methods to conduct a survey on Chengdu,one of the pilot cities for the "double reduction" work.The specific survey objects focus on Z Primary School in Tianfu New Area,Chengdu.The author will delve into practical experience,understand the current situation and problems of homework design in the school,and through practical research,propose specific and implementable strategies.In the introduction section,the author elaborated on the reason for selecting this topic.Based on the review of existing research on "double reduction policies","primary school Chinese education","primary school Chinese homework design",etc.,the author clarified the two core concepts of "homework" and "homework design".Combining the theory of comprehensive development and the theory of multiple intelligences,the author explained the research significance,purpose,content,methods,ideas,and key and difficult points.The full text is divided into five chapters: Chapter 1 clarifies the requirements of the "double reduction" policy regarding "reducing students’ heavy homework burden",organizes and analyzes the "double reduction" policies issued by the central government and the State Council of China,the local "double reduction" implementation plan implemented in Sichuan Province to implement the spirit of the document,and the "double reduction" implementation plan with local characteristics implemented in Chengdu based on the former.On this basis,closely adhere to policy requirements,design Chinese language homework for primary school stage,and ensure that there is evidence and implementation.The second chapter elaborates on the current situation of Chinese homework design for Z Primary School in Chengdu under the background of "double reduction".This article compiles and analyzes the results of the design of primary school Chinese homework in Z after the implementation of "double reduction" through questionnaires,interviews,and text collection,providing a practical basis for identifying the problems in the design of primary school Chinese homework at the current stage.The third chapter presents the problems in the design of Chinese homework for Z Primary School in Chengdu under the background of "double reduction".This article points out the problems in the design of primary school Chinese language homework from four aspects: the number and difficulty of homework,homework content,homework research,homework evaluation and feedback.They are: the cumulative amount of homework is large,high consumption and low efficiency are serious.Assignment content: Single and fixed,lacking student subject.Homework research:Theoretical research does not match practical operation.Homework evaluation and feedback:Teachers have severe emotional and subjective tendencies,often resort to meaningless punishment,and lack humanistic care.The fourth chapter attributes the design of Chinese homework for Z Primary School in Chengdu under the background of "double reduction".Summarized as four aspects of teacher homework design: coping psychology,outdated concepts,lack of proficiency in skills,and narrow perspectives.The last chapter proposes the strategy for designing Chinese homework for Z Primary School in Chengdu under the background of "double reduction".The following four points are as follows: oriented towards quality education,designing layered assignments that are tailored to students’ actual needs;Design diverse assignments with a strong sense of subject participation,with the goal of disciplinary literacy;Design teachers’ homework design and application abilities based on teaching quality standards;Based on students’ learning situation,construct an evaluation mechanism that reflects humanistic care.
