The Morality and Rule of Law Curriculum standards for Compulsory Education(2022 Edition)defines the concept of rule of law as one of the five core literacy of moral and rule of law curriculum for compulsory education,highlighting the importance of cultivating the concept of rule of law in moral and rule of law teaching for compulsory education.Junior high school teaching is both the continuation of primary school teaching and the connection of senior high school teaching.Students in junior high school have unique characteristics,high emotional volatility,easy to be emotional,but with strong plasticity.They are in the life of the "jointing-booting stage ",this stage to strengthen the cultivation of students’ concept of rule of law,not only can guide students to establish the basic concept of abiding by the law,It can promote the healthy development of both body and mind,and implement the new curriculum standards in junior high school to cultivate the core literacy of students.In this paper,"Outline for the Education of the Rule of Law for Youth" and the new curriculum standards are basically followed.Through questionnaires and interviews with teachers and students,this paper understands the current situation of the cultivation of students’ legal concept in the teaching of "Morality and the Rule of Law" in junior high school,and analyzes the existing problems.Finally,it aims to improve the effectiveness of the cultivation of students’ legal concept in it.Put forward practical and effective solutions.The paper is divided into three parts:The first part : Provide an overview of the relevant theories on cultivating students’ legal concepts.Based on the definition of the concept of rule of law among junior high school students,this section elaborates on the important significance of cultivating students’ rule of law concepts in junior high school from the perspectives of national development strategy,subject core literacy,and physical and mental development of junior high school students,as well as the goals and contents of cultivating students’ rule of law concepts.The second part: Research on the current situation of cultivating students’ concept of rule of law.This section sorts out the problems that exist in the process of cultivating students’ rule of law concepts through questionnaire and communications between teachers and students.For example,teachers have insufficient understanding of the importance of cultivating rule of law concepts,the teaching methods are single,has a disconnect between knowledge and action in the teaching,and has a lack of evaluation mechanism for the effectiveness of rule of law concept cultivation.Through discover the problems,and deeply analyzed,such as the influence of exam oriented education thinking,the lack of legal literacy among teachers,and the insufficient emphasis on legal education in schools.By conducting the problems and causes,it lays the groundwork for corresponding strategic research.The third part: Research on the Strategies of Students’ rule of law concepts Cultivation.Aims at the problems existing in the cultivation of students’ legal concept,this part mainly from the perspectives of transforming teachers’ teaching concept,strengthening teaching research,changing students’ learning mode and improving the school security mechanism to analysis,and adopts a series of measures,such as establishing the "student-oriented" educational concept in the transformation of teachers’ concept.To form the core literacy oriented teaching concept;the classroom teaching according to the new curriculum standard,integrate legal education resources,adopt diversified teaching methods,and improve the legal teaching evaluation system.In changing students’ learning methods,it is required to have a correct attitude towards learning about the rule of law,cultivate good habits of learning it,and practice positive values of it;In terms of school security mechanisms,it is required to build a high-quality teaching team and create a campus cultural environment that abides by the law.Utilize the joint efforts of teachers,students,and schools to jointly promote the formation of students’ good legal concepts.
