| In the current context,one of the biggest obstacles hindering the implementation of the rural revitalization strategy is the lack of practical talents in rural areas.In the context of agricultural supply side structural reform,accelerating the cultivation and expansion of rural talent teams has become an urgent task.In order to strengthen the implementation of the rural revitalization strategy,it is necessary to regard new vocational farmers as the backbone of talent resources and intellectual security.At the same time,since the training of new vocational farmers was carried out in 2012,the No.1 central document has made important strategic deployment every year to fully implement the training of new vocational farmers.From strengthening the cultivation of new vocational farmers in the early stage to vigorously developing rural vocational education based on rural needs in the later stage,each measure reflects the high importance and support of the country for cultivating new vocational farmers.Henan Province actively carried out training for new vocational farmers in 2016.As of2020,1 million new vocational farmers had received relevant training,which has important practical significance for the construction of agricultural modernization.In the actual process of training work,the author found that the willingness of new vocational farmers to participate in training plays a crucial role in the effectiveness of training.Therefore,this article is based on relevant theories such as human capital theory,lifelong education theory,and agricultural modernization theory.Through interviews and questionnaire surveys,various methods are used to understand the basic personal and family situation of new vocational farmers,as well as their understanding of new vocational farmer training.It is found that the current problems in the training of new vocational farmers in Henan Province include: the low cultural level of farmers,Most new vocational farmers have insufficient understanding of the significance of training and agricultural modernization,as well as a lack of understanding of advanced production technologies and management concepts;Insufficient publicity and awareness of the significance of participating in training among farmers;Lack of training support policies and incomplete laws and regulations related to the education of new vocational farmers;The training system is not sound,with problems such as insufficient supervision,lack of assessment,and unclear planning;There are issues such as incomplete training assessment mechanisms,poor training quality and effectiveness.The author found through demographic analysis,Pearson correlation analysis,and multiple linear regression analysis that the willingness of new vocational farmers in Henan Province to participate in training is influenced by four variables: training awareness,training support,training system,and training mechanism.Based on theoretical research and empirical analysis,the author proposes five relevant countermeasures and suggestions: firstly,clarify training objectives and tasks,conduct planning and research in advance,accurately select training targets,understand the needs of new vocational farmers,improve the screening process of training targets,and strengthen the certification management of new vocational farmers;The second is to broaden the channels of training and publicity,learn from advanced domestic and foreign experiences,actively carry out exchange activities,do a good job in promoting the concept of new vocational farmers,enhance the added value of graduation certificates,and establish correct professional concepts for young trainees;The third is to strengthen policy support,formulate and improve incentive mechanisms and systematic bills for the training of new vocational farmers,and establish a long-term and transparent financial supervision system;The fourth is to establish a scientific training system,establish an effective new type of professional farmer management system,build a platform for attracting investment,attracting talents,and educating people,implement a reasonable review and exit mechanism,and strengthen the construction of the teaching staff;The fifth is to improve the assessment and evaluation mechanism,implement the new vocational farmer training and evaluation system,strengthen the indicators and methods of assessment and evaluation,and establish a training tracking service system.In order to promote the development of new vocational farmer training in Henan Province,enhance the enthusiasm of agricultural practitioners to participate in new vocational farmer training,and provide talent support for rural modernization construction. |
