t is of practical significance to carry out training for new professional farmers in order to improve farmers’ production skills,promote agricultural production and increase income,and further consolidate the revitalisation of China’s countryside.In recent years,the government of Rugao,Jiangsu Province,has focused on promoting the comprehensive quality of rural farmers and has made efforts to create a development environment in accordance with local conditions to provide favourable environmental conditions for the training of new professional farmers.Rugao has always regarded the training of new professional farmers as one of the key initiatives for agricultural and rural development,giving support through the promulgation of a number of policies and organising flexible and diverse training activities.Although relatively fruitful results have been achieved,there is still the problem of a low proportion of farmers participating in training overall.Rugao has responded positively to the national call for new vocational farmer training and has conducted hundreds of new vocational farmer training courses over the past five years,making a significant contribution to the development of farmers’vocational capacity in the city.Based on the theory of planned behaviour,this paper proposes that personal and family characteristic factors,subjective normative factors,behavioural attitude factors and perceived control factors will influence the willingness of new vocational farmers to participate in training,and constructs an influence model.Certified new professional farmers in Rugao were selected as the survey respondents,and 232 valid questionnaires were collected.The data analysis showed that there was a good correlation between gender,age,education level and willingness to train.The hypothesis that there is a significant positive relationship between new professional farmers’behavioural attitudes,subjective norms and perceived control and willingness to train.On the basis of empirical research results,we can improve the willingness of new vocational farmers to participate in training from the following four aspects:firstly,we should build a differentiated and regular management system with the help of information technology,including a file and card system to continuously track participation status,focus on group characteristics analysis to help disadvantaged groups,develop a regular annual review system for new vocational farmers and promote the regularisation of training by information technology;secondly,we should refine support Secondly,it is necessary to refine support policies and improve training perceptions through precise publicity,including personalised and precise positioning of publicity content,promotion of new vocational farmers’ employment with certificates and encouragement of new vocational farmers’ entrepreneurship;secondly,it is necessary to optimise training organisation and incentive mechanisms to create a positive public opinion environment,including creating a public opinion environment for active participation,further improving training participation incentive mechanisms and clarifying the responsibilities of each responsible body;finally,it is necessary to optimise training Finally,the content and form of training and financial support should be optimised to improve perception control,including optimising the content and form of training,attracting social organisations to participate in the supply of content and strengthening financial support for new professional farmers. |
