With the continuous development of elementary school labor education,its evaluation and enhancement strategies have become hot and difficult issues for educational research and practical exploration,and it is only right that assessment of labour education should be given attention as a necessary part of its implementation.Based on the premise of clarifying the connotation of elementary school labor education and understanding the CIPP model in detail,this study constructs an evaluation system of elementary school labor education based on the CIPP model based on the principles of science,feasibility,comprehensiveness,and dynamics,including four dimensions of elementary school labor education: background,input,process,and outcome evaluation,and consisting of four primary indicators of labor education development,labor education guarantee,labor education implementation,and labor education effectiveness.The system consists of 4 primary indicators,9secondary indicators and 21 tertiary indicators.On this basis,a total of 54 teacher questionnaires and 892 student questionnaires were collected using the questionnaire survey method to investigate in depth the problems in the implementation of labor education in elementary school and propose optimized countermeasures.The study found that the following problems exist in primary school labour education: the objectives of labour education are vague;the content of labour education is unbalanced;there is a lack of labour education facilities and practice sites;there is a lack of teachers to guarantee labour education;labour education is not properly implemented;teachers of labour education are unable to properly guide students;the effectiveness of labour education needs to be improved;and teachers’ and students’ awareness of labour education is lagging behind.The reasons for the problems are: the long-term "lack of labour" in schools;the narrowing of education content by educators;the lack of resources for labour education;the shortage of teachers for labour education;the low status of the subject of labour education;the need to improve teachers’ professional competence;the poor implicit effectiveness of labour education;and the need to improve the awareness of labour education.This study proposes the following countermeasures to address the problems of labour education in primary schools: refining the objectives of labor education and implementing labor education work;enriching the content of labor education and strengthening the diversity of labor education;exploring resources through multiple channels and developing labor education sites;improving the professional level of teachers and broadening the sources of teachers;raising the status of labour education and ensuring that labour courses are conducted;to enhance teachers’ instructional skills and improve the effectiveness of labour education;to raise awareness of labour education and promote its implementation;a tripartite approach of "home,school and community" to deepen the recognition of the value of labour education.
