By conducting third-party evaluations of social work services,the government can more effectively manage them during and after the event,reduce administrative burden,promote the transformation of "small government,big society",and improve the efficiency and effectiveness of social organization services.Therefore,the importance of third-party evaluation is self-evident.So,how to improve the scientific and localized level of third-party evaluation and improve the third-party evaluation system has received certain attention from the social work academic community.The idea of this study is to use the CIPP evaluation model as the theoretical framework,and use research methods such as participatory observation and interview to conduct a process evaluation study on the evaluation of Tencent’s "99 Public Welfare Day" public welfare project in H Province.Based on the CIPP evaluation model theory,this study attempts to construct an evaluation index system suitable for process evaluation,and applies this evaluation index system to the evaluation of Tencent’s "99 Public Welfare Day" public welfare project with DY Social Work Service Center as a third-party evaluation agency.The process evaluation of the project evaluation execution work is conducted,and the advantages and disadvantages of this evaluation work are summarized,And propose targeted rectification suggestions for its shortcomings.Finally,reflect on the evaluation results,propose improvement suggestions and measures for the evaluation,in order to achieve better third-party evaluation results for social work.The main content of this study is to systematically evaluate the evaluation work of Tencent’s "99 Public Welfare Day" public welfare project in H Province using the CIPP evaluation model as the theoretical framework.The evaluation result shows that the project evaluation work has performed well and can complete the evaluation tasks assigned by the management according to the established project evaluation workflow.This facilitates the management to collect project service information from the evaluated project executor and propose optimization suggestions and measures for the service quality of the project,achieving the evaluation purpose.However,there are still shortcomings in the project evaluation work,mainly reflected in the incomplete collection of project data and the lack of promotability of the project.It is recommended that the evaluator use the experiential survey method to supplement project background information and supporting materials,summarize the project evaluation work framework,provide useful reference for similar projects,and improve their promotability.The main conclusions of this study are four.Firstly,third-party evaluation of social work plays an important role that cannot be ignored,and the CIPP evaluation model has a significant application effect in third-party evaluation of social work.Secondly,the process evaluation of third-party evaluation of social work needs to be continuously improved and improved in practice.Thirdly,emphasizing the application of third-party evaluation in the field of social work has a positive effect on improving the quality and efficiency of third-party evaluation in social work.Fourthly,establishing and improving the evaluation mechanism of third-party social work institutions is a long-term and complex process.We need cooperation from various parties such as the government,academia,and third-party evaluation institutions for social work to jointly promote the development of social welfare,promote the healthy and sustainable development of third-party evaluation institutions for social work,and contribute to improving the quality and efficiency of social work project services and creating a more harmonious and beautiful social environment.
