Research On Social Work Project Evaluation Based On CIPP Evaluation Mode

As China’s economy continues to develop and reform continues to deepen,government spending on public welfare continues to increase.In order to better meet the needs of the people,the government has been vigorously developing public welfare venture capital in recent years,transferring its own social service functions while promoting the development of social organizations and accumulation of service experience.Due to the constraints of many factors,the research on the evaluation of public welfare venture capital projects has lagged behind,and the research on the overall evaluation of public welfare venture capital projects is insufficient.This article introduces the CIPP evaluation model into public service venture capital projects and conducts a holistic evaluation study of the projects to make up for the lack of application of the CIPP evaluation model in China to a certain extent.Based on the CIPP evaluation model,the article uses case study method,questionnaire method,interview method,and literature method to conduct a comprehensive and systematic evaluation of the "Village Conversion New Community" project of the L organization in terms of background,input,effectiveness,and process.The study found that the project has accomplished its objectives,enriched the lives of the clients,met their needs for spiritual comfort,emotional support,recreational activities and social interaction,and improved the adaptive capacity of the empty nesters in the G community.At the same time,the author also found that the project encountered difficulties in gaining recognition from the clients at the beginning of the project,lack of manpower,lack of professional capacity of social workers,barriers to communication between social workers and clients,and non-cooperation of clients in the implementation process.The article reflects on the application of CIPP evaluation model: insufficient research on localization of CIPP evaluation model,contradiction of CIPP evaluation model itself,cost and time sequence of CIPP evaluation model.The article also proposes corresponding suggestions: accelerating the localization research of CIPP evaluation model,reaching the breadth and depth of CIPP evaluation model in various ways,increasing the investment in evaluation funds,and focusing on the use of timeliness.The article also reflects on the project and finds that the project’s overall analysis of the service recipients is insufficient,the needs are not grasped,the professionalism of social work services is insufficient,the service quality is not high,the overall assessment of the project is insufficient,and the accuracy of the assessment results is doubtful.We also made the following suggestions to the project: make an overall analysis of the service recipients,find out the real needs of the service recipients,improve the professional ability of social workers and strive to improve the service quality,make a good evaluation plan in advance and carry out an overall evaluation of the project.Overall,the L organization completed the project well and the project achieved certain results.The author also hopes that the research of the article can enrich the applied research results of the CIPP evaluation model and provide reference for the L organization to carry out similar services in the future.
