Social Work Service Project Evaluation Research Based On The CIPP Model

In recent years,local governments have been actively transforming their functions and striving to build a service-oriented government.The frequency of government purchases of social work service projects has continued to increase.In the actual project implementation,due to improper management,there are many problems such as irregular service and difficult acceptance of results.The importance of project evaluation and implementation supervision has gradually become prominent.The evaluation of social work service projects is an important work content that runs through the entire process of social work service projects.It plays an irreplaceable role in monitoring the operation and development of the project,providing management suggestions for the implementer,and even providing decision-making basis for the entrusting party.At present,the evaluation of social work service projects in my country is still in the exploratory stage.This article takes the "Star Love Program" rural left-behind children’s psychological assistance project of X institution in B city as the research object.Relying on the CIPP evaluation model,using interviews,questionnaires and observations to collect data,the project will carry out evaluation work from four perspectives: project background evaluation,input evaluation,process evaluation and outcome evaluation.Identify deficiencies in the process of project design and implementation,and put forward reasonable suggestions for them.Combined with the evaluation work itself,provide improvement suggestions for project extension services,sustainable development and project optimization management.The evaluation and analysis find that: First,in the background assessment stage,the project party can actively carry out needs assessment and research work,design the scheme based on the needs,and the project party can conduct community resource surveys to ensure the smooth implementation of the project,but there is a situation where subjective feelings are imposed in the process of determining the number of people.Second,in the input evaluation stage,despite the rich content of project activities and the high participation rate of service objects,it still exposes the shortage of professionals,especially social workers.Third,in the process evaluation stage,the activities were completed as planned,but in terms of social mobilization,it was simply a "family-community-school" psychological crisis early warning mechanism,which failed to link more resources to participate.Fourth,in the outcome evaluation stage,the project was completed on schedule,and the clients expressed their satisfaction and related awareness in the interviews.This project is an innovative attempt to monitor the mental health service mechanism for left-behind children,and promotes the development of similar service projects.However,due to limitations such as actual resource use,the project resource link not meet the standard.At the end of the article,the author puts forward relevant suggestions on the standardization of project management,the scientific nature of implementation,the self-evaluation of institutions and the construction of evaluation talents in combination with third-party evaluation agencies.At the same time,think about how the CIPP model can be better applied in the field of social work project evaluation,and develop a model suitable for the localization of social work evaluation.
