Research On The Practical Effect Of Third-party Evaluation Of Street Social Work Stations

After the Ministry of Civil Affairs issued the ’ Notice of the General Office of the Ministry of Civil Affairs on Accelerating the Construction of Social Work Stations in Townships(Streets)’ in 2021,all parts of China began to promote the construction of social work stations in an orderly manner.With the rapid development of social work stations in Zhenjie,there are also problems such as insufficient professionalism and difficulty in presenting service effectiveness.In August 2022,the Civil Affairs Department of Fujian Province issued the " Guidelines for the Evaluation of the Standardized Construction of Township(Subdistrict)Social Work Service Stations in Fujian Province(Trial)" to guide the construction and evaluation of social work service stations.This initiative shows that the standardization of social work stations in Fujian Province has entered a new stage of development.The implementation of provincial evaluation standards has improved the objectivity and consistency of the evaluation of social work service stations in the province to a certain extent,but the strict and unified evaluation standards also have a positive and negative impact on the operation of social work service stations.This study takes the street social work service station in S District of Z City,Fujian Province as the research object.It aims to use the CIPP evaluation model to observe the operation process of the third-party evaluation of the social work service station,analyze the positive and negative effects of the third-party evaluation practice on the street social work station,try to analyze the causes of the double effects,and propose optimization strategies for the negative effects of the third-party evaluation.The study found that the social work service station has the following four positive effects on the street social work station during the evaluation process,which are: reasonably starting the project according to the agreement,service planning within a reasonable range,emphasizing the professionalism of social work services,and attaching importance to comprehensive service effectiveness.At the same time,the evaluation also has a negative effect on the implementation of social work stations,mainly including the forced completion of the demand analysis floating on the surface,the ’ beautiful ’ activity planning divorced from reality,the emphasis on service completion and the lack of service quality and the emphasis on the completion of service indicators.Based on the combination of CIPP evaluation model and the negative effects of evaluation,this paper puts forward an evaluation optimization path for the problems existing in the third-party evaluation practice of street social work stations,such as establishing evidence-based demand assessment,strengthening the feedback mechanism of evaluation results,strengthening the multiple participation of evaluation subjects,reasonably balancing and improving evaluation indicators,and paying attention to the combination of theory and evaluation practice,in order to promote the third-party evaluation of street social work stations more effectively.
