Improving the physical health of young people has always been a major concern of society,and the importance of reasonable physical activity in improving the physical fitness of young people.At present,school sports activities are not sufficient to meet the needs of young people for sports.Non-profit youth sports clubs can supplement school sports,improve the physical fitness of young people,expand the channels for young people to learn sports skills and increase their motivation to participate in sports activities.In recent years,the number of youth sports clubs has increased dramatically as a result of the policy of more enthusiasm and wider participation of young people in sports,and the quantitative changes will lead to qualitative changes.In this context,it is important to promote the healthy development of youth sports clubs to enhance the physical quality of young people and build a healthy China.Non-profit youth sports clubs are a public social organisation involving multiple subjects,which requires multi-sectoral organisations to negotiate and govern together to create a good environment for youth sports education.However,in the process of governance of non-profit youth sports clubs in Xi’an,there are various problems such as insufficient infrastructure construction,low quality and competence of personnel,centralisation of club management authority and lack of synergy with relevant departments.Therefore,in order to promote the good development of non-profit youth sports clubs in Xi’an in the future,this paper chooses to analyse the current dilemma of youth sports club development with the entry point of collaborative governance of multiple subjects,and discusses the paths and strategies to solve the current problems.This study takes six non-profit youth sports clubs in Xi’an as the object of investigation,analyzes in depth the problems that arise in the governance of multiple subjects in non-profit youth sports clubs in Xi’an,and with the help of synergistic governance theory combined with the five SFIC model levels of starting conditions,catalytic leadership,institutional design,synergistic process and governance effects,and uses literature,questionnaires and interviews to analyze the problems of multiple relevant subjects involved in the governance of youth sports clubs in Xi’an.The problems of club governance under the SFIC model correspond to the following:starting conditions: unbalanced hardware facilities and staff ratios in Xi’an,low motivation for collaborative cooperation among organisations,catalytic leadership: at the level of the Xi’an sports administration,at the level of youth sports clubs,and at the level of the family.Institutional design: lack of coordination and participation in the development of institutions at all levels in Xi’an,lack of communication and implementation of institutions at all levels,synergistic processes: fragmentation of the interests of non-profit youth sports clubs in Xi’an,lack of face-to-face communication platforms for multiple actors,and difficulties in the development of youth sports clubs and sports events.Translated with Xi’an,low enthusiasm for collaboration and cooperation between various organizations,catalytic leadership: governance dilemma at the level of Xi’an sports administrative department,youth sports club level,and family level,system design: insufficient coordination and participation in the formulation of departmental systems at all levels in Xi’an,and insufficient communication and implementation of departmental systems at all levels.Synergy process: The interests of non-profit youth sports clubs in Xi’an are decentralized,there is a lack of face-to-face communication platforms for multiple subjects,and the development dilemma of youth sports clubs and sports events.On this basis,the governance strategy for promoting the development of non-profit youth sports clubs in Xi’an is proposed,with a view to providing a reference for the effective implementation of collaborative governance of multiple subjects in non-profit youth sports clubs in Xi’an.The proposed strategies include:establishing a resource guarantee mechanism based on the concept of collaborative governance;clarifying the status of the government and the responsibilities of each party: bringing into play the leadership of the government’s sports administration and promoting cooperation among all parties;building an incentive mechanism for the governance of youth sports clubs by multiple subjects;stimulating the participation of relevant subjects in the governance of youth sports clubs;establishing an information feedback mechanism for multiple subjects: improving the information platform of youth sports clubs;and increasing the openness and transparency of the institutional design.The establishment of an information feedback mechanism for multiple players:improving the construction of an information platform for youth sports clubs,increasing the openness and transparency of the system design;improving the collaborative governance process: seeking public interests,building consensus,forming milestones,and increasing the enthusiasm of governance players’ input. |
