Study On Multi-subject Collaborative Governance Of Mass Sports Events In Hubei Province

Mass sports events are not only an important engine to promote the development of mass sports,but also an important content and effective starting point for the implementation of the national fitness strategy.In 2020,the General Office of Hubei Province issued the Implementation Opinions on Promoting National Fitness and Sports Consumption and Promoting the High-quality Development of the Sports Industry,which clearly proposed to further deepen the reform of "delegating supervision and service" and comprehensively improve the ability of social organizations and market players to participate in the autonomy of mass sports events.The reform of "delegating power,regulating and serving" is conducive to strengthening the cooperation between the government and the public,separating the event management from the event management,accelerating the reform of the management system and giving play to the decisive role of the market in the allocation of event resources.Practice shows that under the incentive of a series of reform measures,the quantity and quality of mass sports events in Hubei Province have improved significantly in recent years.At the same time,the development of mass sports events has also exposed many problems in the process of the transition from unitary government management to multi-subject governance,among which the unclear rights and responsibilities of the government,the market and society and the disorder of the interaction between the multi-subject events are particularly prominent.In the context of this series of social governance,it is of great theoretical value and practical significance to study the situation of multi-subject collaborative governance of mass sports events in Hubei Province.In this paper,multi-subject collaborative governance of mass sports events in Hubei Province is taken as the research object,stakeholder theory,governance theory,collaborative governance theory as the theoretical basis,the use of literature research,field investigation,interview,questionnaire,mathematical statistics and other research methods,combined with SFIC,a universal model to build an analysis framework and put forward research hypotheses.Through questionnaire survey and interview,the research collected the situation of the government,social organizations,markets,individuals and other subjects participating in the collaborative governance of mass sports events in Hubei Province in the "tens of millions" national fitness series.And through the correlation analysis,multiple regression analysis,mediation test and other ways to the SFIC model of the Starting condition,Facilitative leadership,institutional design,collaborative process,governance effect of these variables of the relationship between the hypothesis verification,finally reached a conclusion:(1)There is a significant positive correlation between the Starting condition,Facilitative leadership,Institutional design,collaborative process and governance effect.(2)There is a significant positive correlation between the Starting condition,Facilitative leadership,institutional design and collaborative process.(3)Collaborative process has an intermediary effect between the Starting condition,Facilitative leadership,institutional design and governance effect.Based on the research process and results,this study further summarizes and sorts out the problems of multi-subject collaborative governance of "tens of millions" national fitness series events in Hubei Province.First,the initial conditions for governing subjects to participate in event governance are weak;Second,the catalytic leadership role of the government in the governance of the event is not good;Third,the system design of the competition collaborative governance is not perfect;Fourthly,the coordination process of the event governance subject needs to be strengthened.Finally,in view of the problem of multi-subject collaborative governance,the following specific countermeasures are proposed:first,change the ideology and strengthen the foundation of multi-subject collaborative governance;Second,we should play a leading role and stimulate the vitality of collaborative governance by multiple subjects.Third,based on the top-level design,improve the multi-subject collaborative governance system;Fourth,optimize the governance process and unify the goal of multi-subject collaborative governance.To solve the relevant problems of event governance constantly,and promote the healthy development of mass sports events in Hubei Province.
