Collaborative Governance Mechanism Of Campus Football In China Based On The SFIC Model

Campus football,as a public social activity involving policy-making,policy implementation subjects and target groups,not only affects the scale and level of a country’s football,but also determines the potential and competitive strength of the country’s football development.In 2015,the Ministry of education issued the policy,which is very important.However,under the influence of many factors,it is still difficult to coordinate and cooperate among multiple subjects.Therefore,in order to solve this dilemma,this paper chooses collaborative governance as the theoretical basis.In the promotion of democratic consciousness and participation ability,Collaborative governance has shown its unique value.Therefore,the application of this theory in the study of school football public affairs can show strong applicability.This paper takes the SFIC model of collaborative governance theory as the theoretical framework,and uses the methods of questionnaire survey,literature review,interview,mathematical statistics and case analysis to analyze and draw conclusions according to the logical thinking of raising,analyzing and solving problems.First of all,tthe the theory of collaborative governance is fully explored and three types of collaborative governance subjects are analyzed : policy-making subject,executive subject and target group from the starting conditions,catalytic leadership,system design,collaborative process and collaborative effect.On this basis,taking Ganzhou City as an example,this paper conducts a questionnaire survey on the target groups represented by parents.By proposing hypotheses,data statistical analysis and hypothesis verification,it concludes that there is a positive correlation between the initial conditions,catalytic leadership,system design,collaborative process and governance effect.At the same time,this paper uses the interview method to interview PE teachers and administrators in the main body of policy implementation from five aspects of SFIC model,fully understanding the problems existing in the process of Ganzhou campus football collaborative governance,so as to further and fully explore the current situation of campus football governance in China.Finally,the countermeasures of establishing the resource guarantee mechanism are put forward.Constructing the institutionalized division of power and responsibility system and responsibility attribution system,establishing the multi-directional information interaction and institutionalized interest expression mechanism,and constructing the interest integration mechanism of governance subjects are also put forward,so as to provide reference for the construction of the collaborative governance mechanism of multiple governance subjects.
