| In recent years,colleges in universities have developed rapidly in China,and colleges in universities play an important role in university governance system.However,the "island effect" still exists in colleges inuniversities.There are still many challenges to be addressed in the process of colleges construction.During the operation of the college,lack of synergy mechanism,the functional departments of university are independent in terms of functional division of labor and resource allocation,the effective participation of various subjects is insufficient,thus leading to uncoordinated cooperation,which makes it difficult to give full play to the function of the college effectively.Through institutionalized and non-institutional arrangements,collaborative governance can balance the relationship between the collaborative governance subjects participating in the construction of colleges,ensure the effective operation of colleges,and provide a "good prescription" for the development of colleges in universities.Based on the definition of relevant concepts and the interpretation of theoretical basis,combined with the research problems,this study selects the SFIC collaborative governance model and makes appropriate adjustment as the analysis framework of this study.In order to deeply analyze the problem of collaborative governance in the practice of colleges in universities,this study takes H University as a representative example.As a pilot University in Henan Province,H University has a certain representativeness in its operation.The study found that all parties involved in the construction of Colleges are multiple stakeholders with different positions,Colleges are the core subject of participation,professional colleges are the key subject of collaborative governance,University functional departments are important subjects,goverments are catalytic subjects,and social organization are auxiliary subjects.In terms of the types and contents of collaborative governance of Colleges,the participation of multiple subjects in the process of governance is characterized by horizontal interest drive and vertical authority guidance.Through the investigation and analysis of the practice of l College of H University,this paper deeply understands the basic operation of l College,and outlines the actual situation of collaborative governance of l College of H University from the above aspects.On this basis,based on the SFIC model,this paper analyzes the influencing factors of collaborative governance of Colleges in H University,namely,collaborative starting conditions,facilitative leadership,institutional design and collaborative process.After investigation,it is concluded that there are mainly difficulties in the collaborative governance process of Colleges in H University,such as the lack of collaborative willingness of multiple subjects,the limited role of catalytic leadership,the poor implementation effect of rules and systems,and the blocked action of subjects in the collaborative process.Finally,on the basis of summarizing the reasons,this paper puts forward the optimization path of collaborative governance of H University College from the four dimensions of collaborative starting conditions,facilitative leadership,institutional design and collaborative process. |
