Education is the foundation of China’s development in the long run.As a basic project for the quality of rural population,the high-quality development of rural compulsory education is an important measure to promote educational equity and maintain social stability.The “Chinese Education Modernization 2035” which issued by the CPC Central Committee and the State Council proposes that the aim of modern Chinese education is to form a new pattern of education governance with the participation of the whole society".As the most grassroots unit in the field of education governance,improving the governance capacity of rural compulsory education and creating a educational governance pattern of common construction,governance and sharing are inevitable requirements for the comprehensive construction of a strong socialist modernization country.This paper takes rural compulsory education in S district as the entry point,based on educational equity theory and the theory of collaborative governance,through in-depth interviews and sample survey methods,using the SFIC collaborative governance model,this paper analyzes the problems and causes of rural compulsory education development in S district from four dimensions: starting conditions,catalytic leadership,institutional analysis and collaborative process,trying to put forward measures that can promote the sustainable and high-quality development of rural compulsory education.After investigation and research,I found that the problems of rural compulsory education in S district can be summarized as follows:Firstly,the lack of synergistic dynamics between subjects;Secondly,insufficient government ownership of compulsory education development in rural areas;Thirdly,compulsory education in rural areas lacks a rational planning;Lastly,the lack of consensus on synergistic governance among subjects.Reasons can be listed as follows: unequal power of subjects;unclear positioning of government’s own functions;imperfect guarantee system for rural compulsory education development;and inadequate communication and sharing mechanism for collaborative governance.Drawing on the experience and inspiration of compulsory education development in China,this paper proposes the following countermeasures for collaborative governance: first,to stimulate the participation of multiple subjects;second,to clarify the position of government functions in rural area’s compulsory education;third,to improve the institutional guarantee mechanism;and fourth,to build a collaborative governance process mechanism.The construction of a ‘government-led,multidisciplinary’ cooperative governance system for rural compulsory education,and the realization of a shared governance pattern in rural areas,is a reference value for running a satisfactory education for the people and achieving balanced development of urban and rural compulsory education.
