| The balanced development of compulsory education is a strategic task of our country’s compulsory education,and the balanced allocation of teachers is a key factor to realize the balanced development of compulsory education.This research takes the allocation of compulsory education teachers in Xindu District as the research object,and mainly uses literature research methods and survey research methods to conduct an in-depth analysis of the balance of teacher allocation in schools in Xindu District during the compulsory education stage.The indicator system used in this study to measure the fairness of teacher allocation includes 4 first-level indicators and 9 second-level indicators.These indicators are based on the induction and analysis of 32 relevant national policy documents and 10 authoritative documents.Constructed according to the relevant principles of statistics.This study divides the area where the Xindu District compulsory education schools are located into three areas: the main urban area,the town-rural integration area,and the urban-rural integration area,and uses the constructed indicator system to analyze the teacher resource allocation of the sample schools in the Xindu District compulsory education stage.Horizontal analysis and vertical comparison are used to reveal the problems in the allocation of compulsory education teachers in Xindu District.The study found that in terms of the number of teachers,the number of full-time teachers in some schools in Xindu District is lower than the average in Chengdu;the age structure of teachers has a polarization of too many young teachers or too many old teachers;the gender structure of teachers has a serious gender imbalance,and women There are too many teachers,in which the imbalance of elementary schools exceeds that of junior high schools;the problem of teacher subject structure is that the number of full-time teachers of music,sports and beauty per 100 students is lower than the average of Chengdu;the problem with the teacher establishment structure is that some schools have problems.The number of teachers has failed to meet the national standards.In terms of the quality of teachers,some schools have the phenomenon that the proportion of teachers with senior professional titles is too low,and there are too many teachers with academic qualifications that do not meet the minimum requirements;in terms of teacher funding,there is a phenomenon that teacher training funds have failed to reach 5% of public expenditures,and infrastructure construction has squeezed the phenomenon of training funding.This research analyzes the institutional reasons for the above phenomenon in depth,and points out that the shortage of teachers and imbalance in staffing is that the increase of children migrating with the migrant population has exacerbated the tension between education demand and education supply,and the growth of teacher staff has not kept up with the number of students.Increase;the reason for the imbalance in the gender ratio of teachers is the gender imbalance in the teacher supply side of normal colleges.The different expectations of the society for career choices make more women enter the teaching team,and more men are unwilling to enter the teaching team;the reason for the imbalance in the age structure ratio It is more complicated.The reason for the large number of young teachers is that some schools recruit too many young substitute teachers to cope with the shortage of teachers,and the reason for the large number of older teachers is that the total number of school teachers is fixed,the number of students does not change much every year,and the recruitment of new teachers The reason for the imbalance of the subject structure is the weak position of the music,sports and beauty subject under the existing system,and the school is unwilling to use the limited staff to recruit teachers in these subjects;the reason for the imbalance of teacher quality is the evaluation of senior professional titles on the one hand.The difficulty is high,on the other hand,the previous recruitment threshold is too low;the reason for the imbalance of teacher training funds is the lack of strict supervision of the use of training funds;based on the above reasons,this research puts forward countermeasures and suggestions to promote the quality and balance of compulsory education.One is Expand the proportion of mature teachers in the social recruitment,speed up the metabolism of the teaching team,and optimize the age structure of teachers;second,in-depth overall planning resources,strengthening the adjustment of staff;third,increasing opportunities for in-service teachers to improve their academic qualifications,reforming the title evaluation system;fourth,education bureaus and financial departments must supervise the use of training funds,and compulsory education schools must use teacher training funds in a reasonable and standard manner. |
