For now, education equity has become an educational highlight among China, isone of the important topics of "two sessions”,this year. In the Premier Li Keqiang’sgovernment work report, said:"2015will continue to promote education reform,promoting equitable development of education." Balanced development of basiceducation has become a major strategic policy development in the new era ofeducation and become narrow the education gap, promoting equitable developmentof an important means of education. Its basic requirements are: equitable distributionof educational resources between the entire educational groups, educational needsachieve a relatively balanced supply and education, basic education teacher and abalanced configuration is undoubtedly the key to the primary section and thebalanced development of basic education.The article is divided into six chapters. The first chapter includes thebackground, significance, literature review, the basic structure of the paper, researchmethods and innovative points. The second chapter is the theoretical basis for thedefinition and basic concepts of fairness to define the meaning of education, theanalysis of the three stages of educational equity and three levels, and explains theconfiguration of basic education teachers and education fair relations from atheoretical point of view. The third chapter describes the configuration of the BasicEducation teachers, mainly between regions, and between urban and ruraldifferences between intercollegiate. And from the government, families and schoolsin three perspectives to analyze the basic process of basic education teachersconfiguration. The fourth chapter describes the influence of basic education teacherdeployment of students, schools and teachers, and explains the problems in thedeployment process. The fifth chapter is home to study comparative reference. The sixth chapter is the deployment of teachers for basic education to solve the existingproblems of the observations and recommendations, equitable development andeducation were discussed.This paper summarizes the experience of domestic and internationaldeployment of basic education teachers, combing the basic configuration of abalanced education teacher basic theory, the analysis of the current situation and thereasons for Teachers configuration emphasis put forward their views and suggestionsfor the existing problems.
