Choosing first-class elementary and middle schools has become an educational highlight among China currently. The imbalance of educational especially the balance of teacher resources is the main reason.The balance of teacher resources allocation is the most important element. With the aims of vigorously developing compulsory education and promote the balance of education, and under the background of the18th Party Congress report proposed "vigorously promote education equity, properly allocate teacher resources", this thesis choose the teacher resources allocation of compulsory education in Jinan as analysis object and discuss the allocation of equalization.This article consists of five parts. The first chapter is instruction, including the background, research significance, literature review, the basic structure of the thesis, research method and the innovation point of the paper. The second chapter is the definition of basic concepts and theoretical foundation, has carried on the limits to the concept of compulsory education, compulsory education resources, teacher resources, teacher resources allocation, etc., elaborated the balanced allocation of teacher resources on the stage of compulsory education from the angle of theory. The third chapter is the status quo in the teacher allocation of compulsory education stage in Jinan and the existing problems, through the comparison in three aspects between the city and countryside, between regions, between schools within the region. The fourth chapter is analysis of the causes of uneven allocation of teachers in compulsory education stage of Jinan, mainly from the three aspects of policy, management, implementation, combined with the factors of economic, cultural and others for analysis in Jinan. The fifth chapter is about counter-measures and suggestions in order to promote the compulsory education balanced allocation of teachers in Jinan, mainly from the aspects of policy, management system, implementation mechanism, the supervision of the government. Finally the article put forward the shortage of the research, and the development of compulsory education in Jinan are discussed. The thesis considers that teacher allocation of compulsory education stage is obviously influenced by the government policy guidance, restricted by the management system, the configuration effect needs to execute mechanism as a guarantee. In this paper, the analysis of cases in Jinan has both universal and local uniqueness, analyzing the problems and the measures also has certain reference to other regions. We hope that through the research on teacher resources allocation on the stage of compulsory education in Jinan, we can enrich the current research on the local empirical balanced development of compulsory education, so as to promote the stable development and progress of education.
