Compulsory education is a basic education,which plays an important role in the growth and development of one's life.The19 th National Congress of the Communist Party of China put forward that integrated education will become a new idea and mode of compulsory education in China.To develop the integration of compulsory education,first of all,we should pay attention to the balance.The balanced development of compulsory education has become the focus of the public.The balanced development of compulsory education can not be separated from the balanced development of teachers,which is the fundamental to ensure the realization of education equity,and has a good role in alleviating the livelihood issues of social concern such as "school selection fever" and "uneven development of education".From the perspective of management system and financial system,compulsory education is based on the principle of territorial management,with the mechanism of districts and counties as the main body.By using the method of investigation and research,this paper takes the situation of teachers' allocation in compulsory education stage of K District(a certain urban area of Hunan Province)as the main body of the research,deeply understands the problem of inter-school balance of teachers' allocation in compulsory education stage of K District,and probes into relevant optimization measures.This paper focuses on the inter school balance of Teacher Allocation in the compulsory education stage of K District.Based on the relevant literature,this paper collects,sorts out and analyzes the relevant teacher information provided by the education department by means of investigation and research.Through data analysis,it is found that there are some problems in the compulsory education stage of K District,such as the imbalance between schools' staffing and structural imbalance.The main reasons are that there is a big gap in the teacher establishment in K District,there is a considerable difference between the status and rights of non staff teachers and staff teachers in K District,and the mechanism of teacher flow is not perfect.Based on the analysis of the macro policy guidance and internal management system,combined with the specific problems and reasons obtained from the previous analysis,this paper puts forward several countermeasures and suggestions: improving the dynamic policy of the establishment and approval of teachers in the compulsory education stage and the management system of teachers' appointment,innovating the management system of teachers' flow in the compulsory education stage and improving the incentive mechanism of teachers' development in the compulsory education stage.The case analysis of K District in this paper is not only universal but also local specific.The problem analysis and measures can also be used for reference in other areas.In this paper,through the research on the allocation of teachers in the compulsory education stage of K District,we can enrich the current empirical research on the balanced development of compulsory education,so as to promote the stable development and progress of compulsory education.
