As the starting point of education,the compulsory education is not only the most important stage in everyone’s education process,but also the vital stage that lays the foundation for the cultivating talents for the country.The development of compulsory education has much influence on the growth of students,the construction of socialism and the development of the country.At present,the urgent problem to be solved in the development of compulsory education is that the development is in an imbalanced state,which is mainly reflected in the difference in the allocation of educational resources between urban and rural areas.Teachers are not only the organizers of education and teaching activities,but also the guides of students’ learning activities,teachers play a vital role in teaching quality and teaching capability.Therefore,the balance of teachers’ allocation should be the focus of compulsory education.The difference in the allocation of teacher resources in urban and rural compulsory education has been alleviated through the formulation of relevant regulations and policies in current period,while how to balance the teacher resource allocation is still a key and difficult issue that needs to pay continuous attention.Taking district C as an example,through the statistics and analysis of the allocation of teachers in the stage of compulsory education in urban and rural areas,this paper combs the existing problems,analyzes the main causes of the problems,and finally puts forward feasible countermeasures and suggestions.This paper includes five parts.First one,the introduction part.It focuses on the background,purpose,significance,methods of the research and literature review on the balance of teacher allocation at home and abroad.The second part defines the concepts of urban and rural areas and compulsory education,and it also introduces and explains the theoretical basis of public goods theory,educational equity and the balanced development of compulsory education.From the perspectives of teacher quality,quantity and structure,the third part collects statistics and makes analysis on the actual situation of teacher allocation in urban and rural areas of compulsory education in district C.The fourth part,based on the analysis results of the actual teacher allocation data,discusses the problems and possible causes of the imbalance in the proportion of urban and rural teachers’ allocation.This paper points out that the differences in urban and rural economic development,the improvement of safeguard measures for teacher in rural area,urban and rural teacher exchange rule and education supervision regulation,and the lack of autonomous learning driving force of teacher in rural area are the main causes of the differences in the allocation of teachers in urban and rural compulsory education.The last section,based on the analysis of the reasons for the imbalanced allocation of teachers in urban and rural compulsory education,advance a proposal on the constructive countermeasures and suggestion to balance the allocation of teachers.This paper mainly emphasize the improvements and optimization for the allocation of teachers in urban and rural areas in compulsory education from the following perspectives: promote the overall development of urban and rural areas to narrow the economic development gap,formulate the management regulations and rules for teachers in rural region,improve the teacher’s job rotation exchange rules to promote the exchange of urban and rural teachers,and advance teachers’ professional development and professional level.It is hoped that some suggestions in this paper can provide some feasible suggestions to policy-making of the teachers’ allocation for urban and rural compulsory education in District C,and be taken as a reference for the teacher resource allocation of compulsory education in other districts of the city.
