Research On The Construction Of Intelligent City Management Platform In Jinpu New Area Of Dalian

The report to the Twentieth National Congress of the Communist Party of China shows the view of "the people are supreme" throughout.A city is a city of the people.To manage a city well is to serve the people well.And smart city management is a new urban management mode under the new generation of information technology support and knowledge society innovation 2.0 environment.Through the new generation of information technology support,it can achieve comprehensive and thorough perception,broadband ubiquitous interconnection,intelligent integration and application,and promote people-oriented sustainable innovation characterized by user innovation,open innovation,public innovation,and collaborative innovation.The smart city management platform construction project of Jinpu New Area is a large-scale work platform built around the digitalization of urban resources.Through the platform,the existing functional department resources of Jinpu New Area will be integrated,and the overall urban emergency management pattern will be realized.Dalian’s Jinpu New Area has always been committed to urban management.Through extensive publicity,improved rules,strict supervision,implementation of the Kemp strategy and integration of various forces,it has achieved remarkable results,the level of urban construction has been further improved,and the city appearance and environmental protection has been significantly improved.With the rapid economic development of Jinpu new area,the urban area has expanded,the population has exploded,the infrastructure has been improved,the coverage area has expanded,the scale has become bigger and the complexity has become higher and higher.However,in the process of urban construction management,there are still some practical social problems such as extensive lag,unclear functions of various government departments,imperfect management mechanism and so on.In Jinpu new area,this research focuses on the construction of smart urban management platform,through literature,analysis and case investigation,in-depth exploration of its construction experience,based on the advanced experience of Hangzhou,Shenyang and Shenzhen,the paper analyzes the policy,development strategy and construction mode,and finally puts forward the construction plan of Jinpu new area smart urban management platform.This study not only puts forward the construction ideas and principles of the intelligent urban management platform,but also establishes the overall framework of the complete system,the top-down management structure,the reliable and flexible application system construction scheme,at the same time in the organization of personnel,technical funds,system quality,platform acceptance,operation and maintenance and other aspects of security measures.Through the research on the existing digital urban management system platform in Dalian,we hope to provide effective support for urban management in the Jinpu New Area.We will use advanced technology,establish an efficient supervision mechanism,and in the low-level management,to achieve integrated supervision and management.Our goal is to create a technologically advanced,practical management of Smart Urban Management Integrated Management platform,to achieve the first-class level.The innovation of this research is according to the problems existing in Jinpu New Area management,fully learn from the excellent experience of domestic wisdom of city management platform construction,integrate resources,actively use information technology and digital means,put forward wisdom city management platform solution construction scheme,promote the city brain construction,realize the goal of the masses,serve the masses.
