Research On Intelligent Urban Management Of Zhangjiagang City

With the continuous intensification of China’s modernization,the accelerating pace of urbanization,the city’s appearance changes with each passing day,and the overall structure of the city has undergone earth shaking changes.Environmental pollution,difficult parking,private construction,random stacking and setting up mobile stalls are prominent,and the management difficulty is increasing.Urban management business puts forward a major test on the management ability and service level of urban managers.In this new situation,the traditional "people sea tactics" urban management mode has low disposal efficiency and insufficient Department resonance,which can no longer meet the growing living environment needs of citizens.Therefore,changing the original urban construction and management mode,from "conservative" and "Sports" to "intelligent" and "digital governance",and realizing the scientific,intelligent and refined urban management mode,the "smart urban management" came into being.Taking the construction of smart urban management in Zhangjiagang as an example,this paper introduces the purpose,significance and research status of smart urban management at home and abroad,combs the research ideas and methods of this paper,defines the concepts of smart city,smart urban management and urban management in detail,and lays a foundation for the Research of this paper based on the theory of good governance,the theory of new public management and the theory of smart city.After in-depth study of the current situation of smart urban management construction in Zhangjiagang City,this paper analyzes and studies the problems and causes existing in the current smart urban management construction in Zhangjiagang City by using the methods of literature research,interview and questionnaire.It is considered that there are still some problems in the smart urban management construction in Zhangjiagang City,such as imperfect platform construction,low platform operation efficiency,imperfect system and mechanism,insufficient team construction level and low public awareness and participation rate,It also analyzes the reasons from four aspects: improving the construction of smart urban management platform,perfecting the smart urban management system and mechanism,strengthening the construction of smart urban management team and strengthening the public participation of smart urban management.Under the background of Zhangjiagang’s goal of building a "benchmark of county smart city construction",this paper puts forward the optimization path of Zhangjiagang smart city management construction from four aspects.First,from the aspect of improving the construction of smart urban management platform,it is proposed to increase financial investment,expand system coverage,integrate platform resources and break through system barriers;Second,from the aspect of perfecting the smart urban management system and mechanism,it is proposed to strengthen the legal system construction,optimize the system guarantee,clarify the ownership of functions and powers and improve the disposal efficiency;Third,from the aspect of strengthening the construction of smart urban management team,it is proposed to change relevant management concepts,improve relevant training systems,ensure relevant staffing and introduce excellent professionals;Fourth,from the aspect of strengthening public participation in smart urban management,it is proposed to create a publicity atmosphere,guide public participation,expand participation channels and innovative carriers,so as to realize urban smart management and provide reference opinions for the reform and development of urban management in Zhangjiagang.
