In recent years,with the continuous up-warming of the examinations for being a civil servant,more and more young people borne after the year of 1990 have been the main part of the civil servants of Zhejiang Province.Different from the civil servants borne in the other years,the post-90 s ones,especially those grass-roots personnels,have relatively higher qualifications,more distinct personalities,and have more incentive requirements.Therefore,incentives for this group of personnels will be more special and challenging.As an important prefecture-level city in Zhejiang Province,S-city has a large proportion of young civil servants,especially the post-90 s ones,who,if properly encouraged,will get improved enthusiasm for their work and be more helpful to the grass-roots affairs.Therefore,it is particularly important to investigate and study the incentives for grass-roots civil servants in the S-city of Zhejiang Province and find effective solutions.Based on the relevant incentive theory,this Paper takes the post-90 s grass-roots civil servants as the investigation persons,and conducts a descriptive statistical investigation and analysis on the incentive status on them through questionnaire survey and interview in the four aspects of salary,company culture,recognition and career planning,on which,the survey shows,the grass-roots civil servants of the post-90 s have dissatisfied attitudes and tendencies.The specific is that the salary incentive effect is not obvious and the salary structure is far to be optimized;the company culture is not perfect with the lacking of humanistic care;the sense of working achievement and the personal sense of value is weak;the career development is hindered,and the job-training is insufficient.To a certain extent,the tendency has restricted the job satisfaction of the grass-roots civil servants of the post-90 s and reduced there enthusiasm for the work.Finally,combined with theoretical analysis and empirical analysis,the Paper puts forward the way of improvement of the incentives for grass-roots civil servants of the post-90 s,and suggestions to further improvement of the management of the salary system,the performance appraisal system,the career planning and promotion system,and the training system. |
