Research On The Problems And Improvements Of "Three Governance Deliberation Hut" In The Management Of Social Conflicts And Disputes At The Grassroots Level In Yulin City

In the face of complex social conflicts at the grassroots level,it is difficult to rely on the government alone to effectively deal with the need to use the people,rely on social forces to resolve.Yulin City Y town "Three Governance Deliberation Hut" is a way to explore this way.In practice,"Three Governance Deliberation Hut" in the resolution of civil disputes has achieved good results,but there are also many problems.In order to further play the role of "Three Governance Deliberation Hut" in solving grass-roots conflicts and disputes,explore new ways to effectively solve various types of conflicts and disputes in rural areas,and promote grass-roots social affairs governance,it needs to be carefully studied.This paper takes the "Three Governance Deliberation Huts" in Yulin City as the object of study,based on the theory of consultative democracy and the theory of collaborative governance,and uses case studies and literature research to investigate the role of the "Three Governance Deliberation Huts" in resolving conflicts and disputes between the public and enterprises,between the public and administrative institutions,and between neighbors and the public.The study found that the "three governance deliberation huts" have been effective in resolving conflicts and disputes between people and enterprises,between people and administrative institutions,and between neighbors.The study found that the "Three Governance Deliberation Huts" have the advantages of low cost,high efficiency and good effect in resolving social disputes at the grassroots level,but at the same time there are also problems such as incomplete mediation procedures,problems related to the implementation of the main body,insufficient service protection,low disposal efficiency and low participation of the public.The reason for these problems is mainly due to unsound institutional mechanism,low attention,lack of professional training of execution subjects,and more obstacles for service recipients.In order to better manage social conflicts at the grassroots level and further highlight the role of the "Three Governance Deliberation Huts",we must focus on solving the existing problems.First of all,should be as soon as possible to improve the construction of institutional mechanisms.This requires: first,the establishment of a sound system;second,a reasonable division of the implementation of the main responsibilities;third is to enrich the content system.Second,as soon as possible to improve the quality of the implementation of the main body.This requires: first,efforts to improve the quality of grassroots cadres;second,improve the efficiency of conflict disposal;third,standardize the process of proceedings.Finally,strive to resolve the obstacles of service recipients.This requires: firstly,to cultivate the awareness of the masses to participate;secondly,to improve the ability and enthusiasm of the masses to participate;thirdly,to actively broaden the scope of affairs of the "three governance deliberation hut".
