Research On The Precise Governance Of Ethnic Interlocking Communities In Guiyang

In the report on the 20 th Party Congress,General Secretary Xi Jinping proposed to improve the effectiveness of social governance,build a community of social governance where everyone is responsible for and enjoys their responsibilities,and improve the grassroots governance platform supported by grid-based management,refined services and information technology.The community is the “nerve end”of social governance,and ethnic intermingled communities are multi-ethnic and heterogeneous.The precise governance of ethnic intermingled communities is the need of the times to realize the modernization of governance,so as to realize the forging of a sense of Chinese national community.This paper compares the common internal and external demands for the shift from “fuzzy ” to “precise ”governance in ethnic nested communities in Guiyang,as well as the components,technical guarantees,trends and values of precise governance of ethnic nested communities in Guiyang.Using the case study of Nanxi Yuan,an ethnic intermingled community in Guiyang City,as a resettlement site for poverty alleviation,this study uses qualitative research methods to explore and refine its experience of precise governance.Using embeddedness theory as a perspective,governance practices are carried out from three levels of dimensions:organisational embeddedness,technical embeddedness and resource embeddedness.Party building leads the way to build a governance pattern of consultation and co-management among multiple subjects;technological innovation is introduced to implement grid-based governance;and the needs of the public are taken as the guide to provide personalised community home care services,community education,employment services and enrichment of community ethnic and cultural services.However,in the process of governance practice,the dilemma of blurred boundaries of power and responsibility due to the lack of vertical power sinking,the unbalanced interests of multiple subjects in the horizontal community,the conflict between network-driven development and the lack of innovation in the grid team,and the imprecision of the community public services supplied has emerged.Based on this,the optimisation pathto the precise governance of Nanxi Yuan is proposed :firstly,the boundaries of responsibilities for multiple subjects of community governance should be clarified;secondly,the effective connection between grid + network " should be improved;thirdly,the " Internet + home care,community education,community employment and community ethnic culture “public service platform should be buil.The third is to build public service platforms for” Internet+home-based elderly care,community education,community employment and community ethnic culture”.This essay distills the experience of community precision governance of Guiyang city and expands the operational model of precision governance,which to a certain extent verifies that precision governance is an innovative paradigm for reshaping the traditional governance model for sustainable development,responding to and meeting the fundamental issue of citizens ’ needs firs.Precision governance improves the national governance system and achieves the goal of modernising governance,thereby realising the vision of ’good governance ’.
