Research On Operation Mechanism And Optimization Of Security Governance In Smart Community From The Perspective Of Technology Embedment

Digitalization and intelligence of grassroots governance are important indicators of the modernization of national governance systems and capabilities,and technological support and empowerment have become the essence of social governance in the new era.Community is not only the fundamental unit of social governance,but also a key link in social governance.With the advent of the digital era,information-based governance has become an important means of grass-roots social governance,and the important value of science and technology in Community Governance has become increasingly prominent.The report of the 20th National Congress of the Communist Party of China proposes to consolidate the grassroots foundation of social stability and safeguard the new development pattern with a new security pattern.To implement the spirit of the report of the Twentieth National Congress of the Communist Party of China,it is necessary to further improve the urban and rural Community Governance system,and it is an important task to improve the grass-roots governance platform supported by informatization.Any work related to the sound and improvement of grassroots governance requires sufficient research on the current situation,operating mechanism,and effectiveness of social governance,which provides a basis and support for the important practical significance and basic theoretical value of this study.Based on the theory of technology embedding,this article takes the construction of"smart security" in communities as the analysis object,uses case analysis methods to conduct on-site research on the actual application of information technology in communities,deeply analyzes the mechanism of information technology in community security governance,and presents the actual effects and difficulties of information technology in community security governance.This study found that technology has typical extensibility and strong adaptability.With the application and promotion of information technology in the field of Community Governance,the operating mechanism of community security governance is also undergoing profound changes.Firstly,managers accept and learn new security technologies,while service providers apply new technologies,forming a security governance driven mechanism characterized by "attraction acceptance" between technology and governance entities.Secondly,the interaction between online networks and offline grids has formed a "dual line+dual network" governance integration mechanism,which has a vertical impact on the response level of sudden security incidents and a horizontal impact on the linkage changes between various organizational departments in the community.Once again,the embedding of technology has established a "demand response" governance feedback mechanism between community residents’ safety needs and community safety supply,thereby changing the way various security organizations in the community communicate and interact with residents.From the evaluation results of the execution ability,operational efficiency,and operational efficiency of the community safety governance mechanism,it can be seen that the three governance mechanisms based on technology embedding have indeed improved the level of community safety management and services,better realizing public needs and public value.However,there are still shortcomings in the community security governance mechanism embedded in information technology,mainly manifested in slow iteration and upgrading of smart security systems,hidden dangers of technological manipulation and information leakage,superficial skill learning of community workers,and rigid handling models of community security affairs.Based on the above analysis,this study proposes systematic mechanism optimization suggestions to further strengthen the technical support function of community safety governance,maintain a balance between humanities and technology,and improve the construction of community smart platforms.It is expected to provide reference for better utilizing information technology to enhance the modernization level of community safety governance.
