Technology Boosts Multiple Co-governance: Research On The Operation Mechanism Of Intelligent Governance Of Urban Communities

As society enters the digital era,emerging technologies such as big data,Internet and blockchain have become tools that community governance can rely on.The intelligent development of community governance has become an important issue in the modernization of national governance in the digital era,and it is also an important field of the national intelligent society experiment.The wisdom of community governance is essentially the combination of technology and governance,and the effective play of technology advantages and governance advantages depends on whether the two can achieve interaction and integration.Based on this,the research question is raised: how to realize the integration of technology and governance? What is the operating mechanism of community intelligent governance? On community governance,existing studies have conducted a wonderful discussion on the macro perspective of "state-society" or "state-party-society",but community is the field of multiple subjects,and the perspective of actors can better reveal the micro actions in community governance.In addition,the existing research on community intelligent governance mainly starts from the technical level,paying attention to the empowerment and empowerment of technology to community governance,or discussing the risks and challenges brought by the application of digital technology.The discussion on the path of technology-driven community governance is mostly static analysis from a single level such as technology,system and actors.Based on this,this paper starts from the perspective of actors,combines the theory of technology governance and Actor-Network-Theory to construct the overall analysis framework —— "technology-governance" actor network theory,and uses the case study method to carry out in-depth analysis of the practice of intelligent governance in the N community in Chengdu.This paper to "technology-governance" actor network theory analysis framework for the analysis logic,first tease out N community wisdom governance practice of human actors and non-human actors,including party organization,enterprises,social organizations,community residents,such as human subject as the governance level of actors,technology platform,intelligent equipment,such as a technical actors.Second,in accordance with the "problem identification-interests-recruited absorption-continuous incentive" research,tracking the key actor party organization link other actors to join governance network strategy,tease out the booster actors connection of administrative technology,power and emerging technology,reveal the technology and governance practice of micro actors.Then,along the supply chain of service demand,the cooperative and co-governance network of technology subjects and governance subjects is sorted out.Finally,on the basis of the above analysis,further explore the internal logic and operation technology of emerging technologies to boost community intelligent governance,and pay attention to the status and role of emerging technologies in intelligent governance,as well as the impact of emerging technologies on power technology and administrative technology.It is found that from the perspective of actors,the integration of technology and governance in community intelligent governance is manifested in the interaction and integration of technology subject and governance subject.Under the guidance of the party committee organization of key actors,through the four processes of problem identification,interest connection,recruitment and continuous incentive,the "technology-multiple actors" cooperative co-governance network is finally built to realize the integration of technology and governance.Among them,problem identification is the process for key actors to identify the obstacles and propose the solution strategy of community intelligent governance;interest connection is the process of key actors to lead external actors to join the co-governance network through system debugging and resource integration;recruitment is the process of key actors to use policy experiment,party building mobilization and platform connection;and continuous incentives to participate in the maintenance of the actor network stability,and enhance the concept recognition of multiple actors to community intelligent governance through digital literacy cultivation and digital credit assignment.Further analysis of empirical cases shows that emerging technologies play a similar role in community intelligent governance,and administrative technologies such as system debugging,project claim,policy experiment and power technologies such as party member reports,party building mobilization and significance appeal are still the main governance technologies used by the community.Emerging technologies rely on the integration of direct enabling resources,the connection of resident service supply and demand,the construction of community trust,the indirect optimization of administrative technology,power technology linkage and multiple subjects to participate in governance,and transform technological advantages into the effectiveness of community intelligent governance.This study combined with the theory of technology governance and Actor-Network-Theory,from the perspective of actors,enrich the research perspective of community wisdom governance,reveals the micro interaction of community wisdom governance,dissecting the operation mechanism of emerging technology booster multiple work,refining the wisdom conforms to the community development strategy,for community wisdom governance,explore the intelligent society provide theoretical basis and experience for reference.
