A Study On Farmers’ Participation In Rural Governance In Cangzhou City Under The Background Of Rural Revitalization

The report of the 19 th National Congress of the Communist Party of China proposes to strengthen the basic work at the grass-roots level in rural areas and achieve effective rural governance,which is regarded as one of the general requirements of rural revitalization.To implement the rural revitalization strategy,effective governance is the basis,and farmers’ participation is the premise and guarantee to achieve effective rural governance.Rural governance is to govern the countryside and serve farmers.In this process,farmers are the main body and important practical participants.To achieve effective rural governance and promote the overall revitalization of the countryside,farmers’ active participation is indispensable.This article takes farmers in Cangzhou City as the research object,uses a combination of survey questionnaires and interviews,and relies on participatory governance theory,collaborative governance theory,and incentive theory to investigate and obtain relevant information and data on the participation of farmers in rural governance under the background of rural revitalization.Through in-depth analysis of the institutional guarantee,participation mechanism,and participation channels of farmers in rural governance in Cangzhou City under the background of rural revitalization,Understand the conditions for farmers’ participation in rural revitalization.At the same time,through in-depth analysis of farmers’ willingness,ability,breadth,depth,and results of participation,we can preliminarily understand the current situation of farmers’ participation in rural governance in Cangzhou City under the background of rural revitalization.Based on the results of questionnaires and interviews,it can be concluded that in the context of rural revitalization in Cangzhou City,farmers’ willingness to participate in rural governance is not strong,their participation ability is insufficient,their participation breadth is not sufficient,their depth level is not deep,and their participation efficiency is not high.The comprehensive quality of farmers’ participation in rural governance is not high,grassroots governments lack effective guidance for farmers’ participation,and the institutional system to ensure farmers’ participation in rural governance is not perfect Analyze the reasons for the imperfect mechanism supporting farmers’ participation in rural governance from four aspects.Finally,based on the reasons,corresponding countermeasures are proposed from four aspects: improving the comprehensive quality of farmers’ participation in rural governance,improving the comprehensive governance ability of grassroots government personnel,improving the institutional system of farmers’ participation in rural governance,and improving the mechanism of farmers’ participation in rural governance,in order to enhance farmers’ participation in rural governance in Cangzhou City and assist in the realization of rural revitalization in Cangzhou City.
