Research On The Participation Of New Rural Talents In Rural Governance Under The Background Of Rural Revitalization

The strategy of rural revitalization is a great innovation of the Communist Party of China on the basis of systematic sublimation of a series of effective strategies related to agriculture,rural areas and farmers in the past.In the "Opinions of the CPC Central Committee and the State Council on the Implementation of the Strategy of Rural Revitalization" issued in 2018,it is pointed out that the role of Xinxiang virtuous people should be actively brought into play.Visible,the wind direction of central policy enlightens us,can actively explore the way to participate in rural governance with Xinxiang Xian.Taking Inner Mongolia D Banner as an example,this paper explores the role of Xinxiang Xian in rural governance and then analyzes the importance of promoting rural revitalization.At the same time,it also analyzes the problems existing in the whole country from the subjective level of Xinxiang Xian: the positioning is not correct,affecting the democratic governance at the grass-roots level.The objective level of the countryside: the peasants’ political literacy is not high,and the new villagers’ participation in governance is not fully recognized.The national implementation condition: the implementation condition is immature,the implementation difficulty is big and so on three aspects analogy the national common problem.The root causes are analyzed from three aspects: the construction of the rule of law at the grass-roots level is weak;the sense of the main body of the villagers is generally lacking,the consciousness of democratic participation is poor;and the relevant system is not perfect.Finally,the right remedy,from the introduction of virtuous: strengthen the thought and policy of "double insurance ",actively guide the return of Xinxiang Xian.Use Xian:play the platform and system of the "strongest sound ",maximize the role of Xinxiang Xian.Guan Xian: the "four beams and eight columns" to construct the law and system,and to strengthen the responsibility of Xinxiang Xian’s own three aspects put forward suggestions that can be used for reference and reference.
