Research On The Path Of Xinxiangxian’s Participation In Rural Governance Under The Background Of Rural Revitalization Strategy

After the founding of the People’s Republic of China,in order to enable the rapid development of cities and towns,the state has implemented the "industry agriculture" scissors gap strategy.Cities have drawn a lot of land resources and agricultural by-products from the countryside,especially a large number of talents from the countryside,resulting in an increasing gap between urban and rural areas.With the reform and opening up and the development of socialist market-oriented economy,the government has gradually become aware of this problem,and plans to revitalize the countryside through the rural revitalization strategy.Therefore,under the call of the central government for rural revitalization strategy,the countryside has become a place where people can show their strength and usher in very good development opportunities.How can we achieve the goal of rural revitalization? The key to this goal is talent.With talents,the organizational,industrial,cultural and ecological revitalization involved in rural revitalization will be guaranteed.At the call of the Central Committee of the Communist Party of China,more and more successful people,such as retired cadres within the system,bosses doing business abroad,and highly educated people,return to work and live in the countryside.They are passionate about the local public welfare and are an important force to achieve rural revitalization.These people are collectively referred to as "New Villagers".At this stage,the development of agriculture and rural areas is very uneven and insufficient,and the rural governance system and governance capacity urgently need to be improved and strengthened.It is an important move to improve rural governance to introduce "new township sages" into the rural areas to participate in economic development and guide them to participate in rural governance,which helps villagers increase their income and also improves the level of villagers’ autonomy.However,in practice,there are still many difficulties and problems for the "New Villagers" to participate in rural governance.This article is based on the current situation of the new township sages’ participation in rural governance in M City.We visited and investigated 612 representatives of the new township sages in 3 districts and 6 counties,learned about their current situation and typical cases in participating in rural governance,analyzed the problems existing in the new township sages’ participation in rural governance and possible solutions,and settled in the "return of the new township sages" and their role and function in the process of rural governance,It has played a certain role in improving the good governance of rural governance.It mainly has the following four paths: first,recruit talents and talents to strengthen the ranks of local sages;second,guide,improve and strengthen the management education of local sages;third,cultivate and build a rural governance atmosphere through cultural cultivation;fourth,improve the mechanism and improve the system guarantee.At the same time,we should improve all kinds of supporting facilities,including rural infrastructure,and more importantly,institutional mechanisms,and adhere to the principle of "one village,one product".Optimize the business environment,make the Xinxiang sages "return" and "stay",and give full play to the role of Xinxiang sages in rural revitalization.
