The report of the 20 th CPC National Congress pointed out: "develop industries with rural characteristics and broaden the channels for farmers to increase their incomes and get rich".To increase farmers’ income and get rich,rural characteristic industries must be developed,and vigorously developing rural characteristic industries is the top priority of the rural revitalization strategy.However,in the rural field,there is a prominent contradiction of "the government is doing,farmers are watching,and enterprises are competing for profits" in the development of rural industry.The development of rural industry is not only related to the prosperity of hundreds of millions of farmers,but also related to the implementation of the rural revitalization strategy.More related to the realization of socialist modernization.In this context,governments at all levels spare no effort to promote the development of rural characteristic industries and have achieved certain results.However,in the rural social field,not only the government,but also farmers and business entities participate in the development of rural industry.Therefore,it is very necessary to study the participation of multiple subjects in the collaborative governance of rural industrial revitalization.Combined with the current situation of multiple subjects participating in the peach industry in S Village,this paper carries out research based on the collaborative governance theory,multiple subjects co-governance theory and stakeholder theory.Using literature research method to understand the positioning of multiple subjects and participation in rural governance research,to understand the measures and results of each subject’s participation in rural industrial revitalization;The field observation method was used to visit and investigate the farmers,family farms and agricultural cooperatives involved in the peach industry in S Village,so as to understand the development plan,achievements and problems of the peach industry project in S Village and master the first-hand materials of the industrial development in S village.Interviews were conducted with more than 20 relevant government officials,farmers,family farmers,heads of cooperatives and experts and scholars.This paper selects the multi-subject collaborative governance of the industrial revitalization of S village as the research object,analyzes the dilemma of the multi-subject mutual relationship and mechanism,and puts forward corresponding countermeasures and suggestions.This paper studies and analyzes the multi-subject participation in the collaborative governance of rural industry revitalization.This paper analyzes the causes of the dilemma from three perspectives: from the perspective of values,it analyzes the weak synergistic concept formed by the motives of each subject;From the perspective of interest structure,the paper analyzes the interest game between local government and new agricultural management subjects,the imbalance of interest distribution between local government and farmers,and the interest competition between new agricultural management subjects and farmers.From the perspective of behavior,it is analyzed that local governments pay more attention to the embodiment of political achievements,new agricultural business entities are more inclined to the acquisition of interests,and farmers are absent in industrial development.It concludes the path of cooperation and co-governance for multiple subjects and rural revitalization: firstly,cultivate the concept of co-construction,co-governance and sharing;Secondly,establish a benign multi-subject interest structure;Third,strengthen the coordination and co-governance of multiple subjects.
